ADMINISTRATIVE REVIEW DRAFT <br />Site Improvement Requirements <br />Analysis. San Leandro requires on -site infrastructure improvements, including the construction of interior <br />road, street lighting, water, sewer, drainage, and underground utility systems, when new residential <br />projects are approved. The City has not adopted any requirements above and beyond those authorized by <br />the State Subdivision Map Act. Improvements are typically built by developers and are then either <br />dedicated to the City or privately maintained by a Homeowners Association upon completion. <br />Typical on -site improvements for a private street include emergency vehicle access easements and public <br />utility easements. Right-of-way widths of 50' and curb -to -curb street widths of 36' are required for all <br />streets that will be publicly dedicated. Narrower, private streets may be permitted through the planned <br />development process. Depending on the impacts of the project, dedication of right-of-way for the <br />widening and improvement of adjacent streets also may be required. <br />Site improvement requirements on small infill sites (where no interior street system is required) are <br />usually minimal. As needed, such projects typically require curb and gutter replacement, street tree <br />planting, and sidewalk repair. <br />Conclusions. Site improvement requirements do not constitute a development constraint. Because much <br />of the City's development capacity is located on previously developed commercial sites, the need for new <br />on -site street and utility systems will be minimal in the future. <br />Other Governmental Constraints <br />Anal. There are no growth control ordinances in San Leandro. However, the City is impacted by <br />Alameda County Measure D, a voter -approved measure passed in 2000 to limit future residential growth <br />to existing urban areas. One potentially developable site —the 58-acre former San Leandro Rock <br />Quarry —lies outside the Measure D boundary and therefore must remain in open space or agricultural <br />uses. The site is designated for open space on the General Plan map and is zoned for agriculture. The <br />new General Plan recommends that the site continue to be studied, and that options for its future remain <br />flexible. <br />Conclusions. Measure D does not represent a constraint to affordable housing development in San <br />Leandro. However, it could constrain the development of high -end "executive" housing on the former <br />Rock Quarry site, in the event the owners of that site wished to pursue a future General Plan Amendment. <br />Non -Governmental Constraints <br />Infrastructure <br />Analysis. In some communities, the ability to provide road, water, sewer, storm drainage, and other <br />services to development sites may be a substantial constraint to housing production. This is less true in <br />San Leandro than in communities on the urban fringe, since most of the City's housing sites are in <br />redevelopment areas that are fully served by infrastructure. The City does not face major water and sewer <br />capacity problems.
