ADMINISTRATIVE REVIEW DRAFT <br />Policies and Actions Implementation Strategies <br />Policy 56.02 REHABILITATION OF RENTER -OCCUPIED <br />HOUSING STOCK <br />Implement measures that assist the owners of multi -family • Annual HOME and <br />rental projects in maintaining their properties and improving CDBG Funding <br />the quality of rental apartments. Funding <br />Action 56.02 A: Apartment Rehabilitation Program <br />Continue the Apartment Rehabilitation Program funded through HOME, CDBG, and <br />local redevelopment agency set -asides. This program provides technical and financial <br />assistance to the owners of rental properties to rehabilitate substandard units. The <br />following specific actions related to this program should be pursued: <br />• Rehabilitation of the Surf Apartments on Tropic Court (HOME and Redevelopment <br />Agency funding), with the condition that at least 50 percent of the units are <br />affordable after completion. <br />• Funding to rehabilitate and/or acquire and rehabilitate additional apartment <br />complexes in the City by 2006 <br />• Potential measures to expand the apartment rehabilitation program to include small, <br />single family homes that are rented out, where such homes are in deficient condition, <br />in need of repair, and will remain as affordable rental units after rehabilitation. <br />• Measures to ensure that rental units created through this program remain affordable <br />in the event that loans are paid off early. <br />Policy 56.03 TENANT RETENTION IN REHABILITATED <br />PROJECTS <br />Ensure that the City's apartment rehabilitation program • City Operating <br />includes relocation provisions for displaced tenants, and Procedures <br />measures which ensure that former tenants can be re -housed • Housing Programs <br />in the rehabilitated units. <br />Policy 56.04 EXPANDED LANDLORD PARTICIPATION <br />Promote the expanded participation of local landlords in • Public Education and <br />rental housing rehabilitation programs.
