ADMINISTRATIVE REVIEW DRAFT <br />Policies and Actions Implementation Strategies <br />Action 56.05 A: Protection Strategy for At Risk Units <br />Develop a strategy to protect the 73 below market rate (BMR) rent units set to expire in <br />2008 at the Greenhouse Townhomes (8 very low and 3 low income units) and Parkside <br />Commons (3 very low and 58 low income units). <br />The strategy should include the following components: <br />• Offering low -interest rehabilitation loans or other forms offinancial assistance to <br />owners of these properties in exchange an agreement to retain the units as <br />affordable. <br />• Working collaboratively with the project owners and non-profit housing developers <br />who may be interested in acquiring an ownership share in the project. <br />• Exploring other incentives (such as fee reductions or allowances for additional <br />development) in exchange for a renewal of affordability restrictions. <br />In the event that protection of the units is infeasible, ensure that impacted tenants are <br />notified at least one year prior to the conversion date and are provided with resources <br />for assistance. <br />Action 56.05-B: Monitoring "At Risk" Units <br />In addition to the units described above, monitor the status of other assisted housing <br />units that are at risk of conversion beyond the timeframe of this Housing Element. <br />Policy 56.06 LANDLORD -TENANT RELATIONS <br />Provide assistance to landlords and tenants in resolving • Housing Programs <br />conflicts and understanding their respective rights and . Rent Review Board <br />obligations. Maintain measures that discourage the <br />displacement of San Leandro renters as a result of sudden or <br />steep rent increases. <br />Action 56.06-A: Rent Review Board <br />Maintain a Rent Review Board to mediate disputes related to significant rent increases in <br />local apartment complexes. <br />Action 56.06-B: Rental Assistance Program <br />Study the feasibility of a Rental Assistance Program, which assists lower income families <br />with move -in costs or delinquent rent due to temporary economic hardship.
