Housing Element Update 3 July 15, 2002 <br />The following discussion provides a summary of the major issues addressed by the <br />Committee. <br />Expanding Opportunities and Resources for First -Time Homebuyers — The <br />Committee reviewed the City's existing first-time homebuyer program and <br />suggested that the levels of assistance be increased substantially given the high <br />median home prices in the Bay Area. Some Committee members suggested <br />approaching the owners of single-family rental units regarding the possibility of <br />selling the unit. <br />Multiple -Family Rehabilitation Program — Staff provided the Committee <br />information on some of the latest activities that support the acquisition and <br />rehabilitation of existing multiple family complexes that result in long-term <br />affordability (15 years or more). The Committee suggested that this program be <br />continued and possibly expanded. <br />Opportunities along the East le Street Corridor — The Committee was briefed <br />regarding housing and mixed -use development potential along the East 14t' Street <br />Corridor and was apprised about the present efforts related to the East 14'h Street <br />Development Strategy to promote the development of neighborhood activity nodes <br />and high quality in -fill housing along the Corridor. The Committee suggested that <br />incentives be developed to convert under-utilized sites to more productive uses that <br />will implement suggested General Plan policies. <br />School Capacity Concerns — The Committee recognizes the constraints of existing <br />school facilities and is concerned that increased housing production will only <br />exacerbate overcrowding at all school levels (elementary-, middle- and high-school). <br />Staff informed the Committee of the City's most recent efforts to assist the San <br />Leandro Unified School District in its ongoing efforts to consider possible new <br />school sites. The City continues to work cooperatively with the District in <br />addressing the issues related to overcrowding. <br />Housing Development Standards — The Committee has provided recommendations <br />related to possible changes to existing standards that affect housing development <br />including changing parking requirements, and considering changes to other zoning <br />requirements. <br />Special Needs, seniors and Family Housing — A large deficiency exists not only <br />within San Leandro, but also within the larger Bay Area for affordable family <br />housing and housing for "special needs" population. The Committee reviewed <br />existing and proposed housing developments for seniors, the developmentally <br />disabled and supported the creation of additional units to meet this ongoing demand. <br />Upgrading Mobile Home Parks — The Committee suggested that methods be <br />explored to upgrade existing mobile home parks without compromising their <br />affordability. <br />7�t_7 <br />
