Open Public Forum (Citizens would address [for 3 min. each with a maximum of 30 <br />minutes] the City Council regarding items NOT listed on the Agenda for action. <br />6. Response to Comments Made During Open Forum <br />7. Motion to Amend Agenda (to remove items requested for staff reports and/or comments) <br />8. Super Motion to Adopt Remaining Items on the Agenda (to include Consent Calendar and <br />New Business Items that were not requested to be discussed further) <br />9. Discussion of Business Items Remaining <br />10. City Council Comments <br />11. Continued Open Public Forum (if remaining speakers after first 30 min. segment) <br />12. Adjournment <br />The Committee was supportive of trying this new format and requested that the City Clerk draft a <br />sample agenda for review at the next Rules Committee Meeting before recommending the actual <br />use of the new format in a formal City Council Meeting. <br />3. Discussion Regarding Council Member Options Regarding Verbatim Comments in <br />Minutes <br />After a brief discussion of options available, the Committee, recognizing that the City Council has <br />an adopted policy of having Action Only Minutes, agreed to recommend that if a Council Member <br />wishes to make a "statement for the record" that they be allowed to submit comments for the <br />record in writing (with a two page limit) that would be attached to the Official City Council <br />Minutes and made a part of the official record. <br />It was also noted that there is no reference in the City Council Member Handbook to the policy <br />regarding Action Only Minutes and the City Clerk was directed to prepare an amendment to the <br />handbook that would reference that policy. <br />4. Discussion Regarding Guidelines for Holding Town Hall Meetings <br />Assistant to the City Manager Cynthia Battenberg went over proposed Guidelines for Council <br />Member Town Hall Meetings. <br />Discussion ensued regarding the need for Department Head staff attendance and that a Council <br />member should be limited to having one Town Hall Meeting per year, with any additional "issue <br />driven" Town Hall Meetings being approved by the City Manager. <br />
