2500 Davis Street 3 <br />PLN2002-00031 <br />September 3, 2002 <br />• The project site encompasses a wetlands mitigation area, which is in its final year of <br />monitoring by the Army Corps of Engineers. The wetlands mitigation area was required due <br />to illegal dumping and fill of a wetland area on -site, which occurred in the mid-1990s. The <br />retention of the wetlands area has been incorporated into the projects, with the proposal being <br />designed to minimize impacts to the wetlands. <br />• A work session for the proposed project was held by the Planning Commission on July 11, <br />2002. A brief overview of the project was presented by staff, with an additional presentation <br />made by the applicant. Public testimony was taken, with comments from residents focused <br />on the proposed FedEx Ground tenant. Issues identified by the Planning Commission for <br />clarification and/or further information included: traffic/circulation; wetlands; limitation of <br />allowed uses on -site; and feasibility and timeline for improvements to Eden Road. A request <br />was also made by the Commission for extra noticing, beyond the required 300-foot radius. <br />This enlarged notice area was accomplished for the July 31, 2002 Planning Commission <br />meeting. <br />Current City Council Policy <br />Not applicable <br />Previous Citv Council Action <br />Not applicable <br />City Council Committee Review and Action <br />The City Council Business Development Subcommittee received a briefing on the <br />proposed project on July 11, 2002. The focus of discussion was on the potential traffic <br />impacts from the development. <br />Applicable General Plan Policies <br />The underlying IG Zoning District allows for a variety of general industrial, <br />manufacturing, and office uses. The project site is located within the West San <br />Leandro/MacArthur Boulevard Redevelopment Area, which defers to the City's General <br />Plan and Zoning Code on land use and development regulations. Although the <br />Redevelopment Plan does not stipulate specific uses for this property, it does indicate <br />that, "projects shall give consideration to good design, open space, and other amenities to <br />enhance the aesthetic and architectural quality of the Project Area" (p. 29). <br />The newly adopted General Plan indicates a land use designation of GI General Industrial <br />for the project site. Page 38 of the Plan stipulates the following for the General Industrial <br />designation: <br />"General industrial areas are characterized by a wide range of manufacturing, <br />transportation, warehousing, vehicle storage, and distribution uses. Such uses <br />may be subject to performance standards to avoid adverse off -site effects.... Floor <br />area ratios may be as high as 1.0 on smaller parcels, but are generally in the <br />range of 0.4 to 0.6. " <br />
