2500 Davis Street 4 <br />PLN2002-00031 <br />September 3, 2002 <br />As proposed, the project would be in conformance with the GI designation, providing an <br />industrial business park (with proposed limitations on future uses) with an overall floor <br />area ratio (FAR) of 0.31 (0.38 if right-of-way and wetlands area are discounted). In <br />addition, the project would conform to the following General Plan policies and actions: <br />Policy 2.11 — Ensure that all new development is designed for adequate access by <br />emergency vehicles. <br />Conformance: Project will require review and approval by the Alameda County Fire <br />Department. <br />Policy 03 — Promote environmentally sustainable manufacturing practices by San <br />Leandro businesses and focus business attraction efforts on clean, environmentally - <br />friendly businesses. <br />Conformance: The project is being promoted as an "eco-industrial" park and is being <br />developed in coordination with the Waste Management Authority (WMA). Objectives <br />stipulated by WMA for the Developer include providing a minimum amount of "green" <br />buildings on the site (buildings that include the use of recycled and environmentally - <br />friendly materials in their construction) and, also, to attract businesses that would be able <br />to utilize the products of adjacent uses including the Davis Street Transfer Station and the <br />City's Water Pollution Control Plan. <br />Actions 7.09-B and C — Continue to allow general industrial uses along the west end of <br />Davis Street (west of Doolittle Drive), but establish development standards and use <br />regulations that improve the appearance of the area from adjacent streets. Encourage a <br />long-term transition to higher value industrial uses in this area. <br />Support the reuse of the Hohener property with an industrial or office/flex use that <br />enhances the economic base of the City, creates quality jobs, minimizes impacts on <br />nearby neighborhoods, and is compatible with the uses on adjacent properties. The <br />feasibility of the site's proximity to the Davis Street Waste Transfer Station should be <br />considered here. <br />Conformance: Development of the project site as proposed would be the first step in the <br />realization of Action 7.09 B, resulting in an improvement to the area's appearance by <br />providing a modern, new industrial business park on property that has been in disuse for <br />over 10 years. The Developer is working with the WMA to attract businesses that could <br />utilize end products produced by the adjacent transfer station. As conditioned, the project <br />is not anticipated to significantly impact nearby neighborhoods, including Davis West <br />and Mulford Gardens. <br />
