East 10 Street South Area December 17, 2001 <br />Interim Urgency Ordinance and Development Strategy Page 2 of 7 <br />The proposed project area includes all parcels fronting East 14th Street and extending <br />from Thornton Avenue, south to the City boundary with unincorporated Alameda <br />County, hereinafter referred to as the "South Area". The South Area also includes certain <br />parcels zoned CC northeast of the intersection of East 14`h Street and 1501h Avenue which <br />do not front East 14th Street. The boundary of the South Area is shown on Exhibit A — <br />Map of East 14`h Street South Area, which is attached to the proposed urgency ordinance. <br />SUMMARY AND RECOMMENDATION <br />Development Strate�y <br />• The proposed Development Strategy seeks to better define the type and amount of <br />new development along the South Area corridor. The process would address the <br />following issues: <br />➢ Existing land use conditions; <br />➢ Neighborhood activity nodes; <br />➢ Specific development opportunity sites; and <br />➢ Pedestrian and transit -oriented streetscape improvements. <br />• These concepts would incorporate the proposed General Plan policies recommended <br />by the GPAC as well as the Plans adopted previously by the City Council (for list of <br />reference plans, see section "Current City Council Policy".) Specifically, the draft <br />General Plan calls for a series of neighborhood -serving "activity" centers between <br />Pelton Center and Bayfair Mall as well as an urban design plan and zoning changes <br />for this corridor. For specific policies, please refer to Attachment 2: Excerpt from <br />Draft General Plan <br />• The completed Development Strategy would result in recommendations for <br />conceptual urban design and land use plans for the corridor and key development <br />sites, zoning changes, regulatory and fiscal incentives for preferred development, <br />public improvements, and guidelines for new development. <br />• Staff proposes obtaining an urban design consultant to provide technical support and <br />prepare development concepts. A process for preparing the Strategy will be further <br />reviewed with the City Council Economic Development/Redevelopment <br />Subcommittee. The Council Subcommittee would also provide staff guidance as the <br />Strategy progresses. Staff proposes to organize community workshops to receive <br />public input on each phase of the work, to be hosted by the Joint Area Redevelopment <br />Advisory Committee. <br />• Staff also suggests creating an Ad Hoc Advisory Committee that would meet <br />regularly to work with staff on preparing the Development Strategy.
