East 140' Street South Area December 17, 2001 <br />Interim Urgency Ordinance and Development Strategy Page 4 of 7 <br />Grant Amlication <br />• In addition to allocating $50,000 in Redevelopment and CDBG funds, staff is <br />requesting that the City Council endorse the submittal of a Metropolitan <br />Transportation Commission (MTC) "Transportation for Livable Communities" (TLC) <br />grant application in the amount of $50,000. This grant would allow staff to develop <br />more detailed plans for streetscape and transit improvements and to conduct more <br />extensive studies of specific development sites along the corridor. Specifically, staff <br />intends to work closely with AC Transit to link the future Bus Rapid Transit (BRT) <br />line to the proposed South Area corridor improvements. The grant will further this <br />joint planning and design effort. <br />Recommendation <br />• Staff recommends that the City Council/Redevelopment Agency: authorize the <br />preparation of the East 10 Street South Area Development Strategy; allocate partial <br />funding from the Redevelopment Agency; endorse a grant application to MTC for a <br />TLC grant; hold a public hearing and adopt an interim ordinance as attached. The <br />initial term of this ordinance will be 45 days. Staff recommends adopting this <br />ordinance as an urgency measure to take effect immediately. <br />BACKGROUND <br />• Over the past 2-3 years, development activities along the East 14th Street South Area <br />corridor have lead to concerns about the types of new businesses and future character <br />of this commercial corridor. Concerns focus on the location of such businesses, and <br />issues related to the appearance and operation of these businesses, such as hours of <br />operation, impacts on parking and traffic, economic vitality and intensity of use. <br />Residents have expressed a desire for more neighborhood -serving uses along the <br />corridor. Additionally, there is a perception that the area lacks cohesive urban design, <br />appearing less robust than other commercial areas in the City. <br />• These concerns have been raised in various forums, including the Chamber of <br />Commerce, the Joint Project Area Redevelopment Advisory Commission (RAC), the <br />General Plan Advisory Committee (GPAC), the Business Association of South San <br />Leandro (BASSL), and neighborhood homeowner associations. <br />• Council Member Grant introduced a discussion item related to ongoing development <br />proposals along the East 14`h Street corridor at the October 15, 2001, City Council <br />meeting. The Council referred the topic to the Council Economic <br />Development/Redevelopment Subcommittee. This discussion was held on October <br />23, 2001, and reported to the full Council on November 5, 2001 with <br />recommendations that City Council direct staff to prepare a special study and interim <br />land use ordinance for consideration in December.
