Approve by motion the Planned Development to develop a new single-family <br />residential neighborhood subject to recommended conditions of approval. <br />D. Approve the Vesting Tentative Map, Tract 7053 to create a 69 single-family lots, <br />five common area parcels and a private street subject to recommended conditions <br />of approval by adopting the attached Resolution. <br />BACKGROUND <br />• The subject property consists of four parcels totaling 8.78 acres bounded by the San Leandro <br />Creek and single-family homes to the north, the Union Pacific Railroad right-of-way to the <br />east, and existing single-family residences to the south and the west. The subject property has <br />ownership to the centerline of the creek. The Alameda County Flood Control District owns <br />the opposite (north) bank. <br />• The four properties have been previously developed with light industrial uses including a <br />furniture manufacturer and distributor (early 1950s); Metal Industries (1961-1985), a <br />manufacturer of metal doors and windows; manufacturer of wood shipping containers and <br />storage of office furniture (1985-1999); and Electro Engineering Works, which has several <br />abandoned buildings still remaining. The site to the east side of Preda Street has already been <br />cleared of improvements and is vacant. The two properties south of the proposed <br />development which are developed with a small warehouse building and single-family home are <br />not included in the project. <br />• The area is not in a Redevelopment Area and the proposed residential project is not required <br />to provide affordable housing. <br />• The nearby home owners and residents expressed the concern about vehicular conflicts at the <br />Preda Street and Davis Street intersection due to the popularity of lower priced gasoline at the <br />Arco self-service station. Thus, the applicant has met with the Arco station operator. They <br />have developed an amenable solution to make site improvements that would allow the site to <br />function more efficiently, alleviate vehicular conflicting movements near the intersection, and <br />reduce traffic congestion at the intersection. Improvements will consist of closing the <br />southerly Preda Street driveway, and the implementing one-way circulation. The new pumps <br />with increased dispensing capacity and the electronic payment points at the islands will also <br />improve efficiency of the site. <br />• The applicant has provided a traffic analysis, prepared by TJKM Transportation Consultants <br />that concludes that the street system can sufficiently accommodate the added traffic from the <br />project. Additionally, the consultant compared trip generations for light industrial, which is <br />allowed under the current zoning, with the proposed 69-unit residential subdivision. An <br />industrial development including a 95,000 square feet building, employing four persons per <br />1,000 square feet would generate 1,202 vehicle trips a day. The proposed residential <br />subdivision would generate 660 vehicle trips a day. The traffic analysis summarizes that the <br />
