Copies have been sent to the State Clearinghouse for distribution and <br />for the different State agencies to review. A copy of the Mitigated Negative Declaration, <br />Mitigation Monitoring Plan and Initial Study is attached. The public review period for the <br />document was from January 9, 2001 to February 7, 2001. <br />• The City, on February 7, 2001 received a comment letter from Caltrans regarding the <br />prescribed mitigation measure to adjust the ramp metering times at the eastbound and <br />westbound Davis Street on -ramps to northbound I-880. In this letter Caltrans suggests other <br />measures to mitigate this project. Caltrans had previously submitted a memorandum dated <br />August 30, 2000 that supports adjusting the ramp metering times. It is stars determination <br />that the mitigation measure stated in the Mitigated Negative Declaration will be adequate. The <br />City and Caltrans will coordinate their efforts on the necessary adjustments. <br />• The document identifies that hazardous materials exist on the site due to the history of various <br />industrial uses on the properties. Hazardous materials found on -site include lead, <br />polychlorinated biphenyls (PCBs), a black sand fill, and polynuclear aromatic hydrocarbons <br />(PNAs). The remedial action plan prescribes excavating the contaminated areas on site to <br />depths between one to five -feet. This work would mainly take place on the three westerly <br />properties that are being assembled and portions of the adjacent creek bank. The mitigation <br />measures will require the trucks hauling away the soil to be staged on site and to take <br />appropriate dust control measures during this excavation and fill process. This work would be <br />conducted with the oversight of the Regional Water Quality Control Board and the City's <br />Environmental Services Manager. In addition, the anticipated work within the San Leandro <br />Creek bank or creek bed would require approval from the Army Corps of Engineers and the <br />Alameda County Flood Control District. <br />
