L-1 A) <br />CONCLUSION <br />The proposed site planning and design provides a balanced and comprehensive solution to an <br />underutilized area. The solution is an opportunity to clean a site contaminated with hazardous <br />substances, and create a new residential neighborhood, which would be compatible with the <br />existing adjacent residential development. In addition, the solution includes usable open space for <br />the new residents and nearby residents. Moreover, the applicant has made the effort to improve <br />the existing off -site traffic congestion at the Arco Station and the Preda Street and Davis Street <br />intersection. Thus, the Planning Commission and staff recommend approval of the proposed <br />residential development. <br />
