MITIGATED NEGATIVE DECLARATION <br />Notice is hereby given that the City of San Leandro finds that no significant effect on the environment <br />as prescribed by the California Environmental Quality Act of 1970, as amended will occur for the <br />following proposed project: <br />L PROJECT DESCRIPTION: <br />The proposed project includes development of 69 detached single-family homes on <br />property encompassing a total of approximately 8.78 acres. The project site would be <br />rezoned from IL- Industrial Limited District, to RS-Residential Single Family with a PD- <br />Planned Development Overlay in order to facilitate this development. The four existing <br />parcels will be subdivided into a total of 74 parcels, including 69 single-family lots, <br />ranging in size from approximately 2,352 square feet to 3,588 square feet in size. Home <br />sizes would range in size from approximately 2,008 square feet to 2,566 square feet and <br />include three to four bedrooms and an attached, two -car garage. The remaining five <br />parcels would comprise a public open space element consisting of a walking trail along <br />San Leandro Creek and a central 0.31-acre passive park with a tot -lot and benches. The <br />project applicant for this proposal is Trumark Company. <br />H. DECLARATION THAT PROJECT WILL NOT SIGNIFICANTLY AFFECT <br />ENVIRONMENT: <br />With implementation of the recommended mitigation measures, the proposed project will have <br />no significant effect on the area's resources, cumulative or otherwise. <br />IL FINDINGS SUPPORTING DECLARATION: <br />A. This project is considered an in -fill development and would convert land that is currently <br />vacant, but has supported various light industrial uses over the past 50+ years, to a single- <br />family residential use. Other properties in the project area have been recently rezoned <br />from IL to RS and have been developed with single-family homes at a density similar <br />to the proposed project. The proposed project would be consistent with past policy <br />direction and would eliminate potential land use conflicts. In addition, because the <br />proposed project is adjacent to newer single-family residential uses and would replace <br />older/abandoned industrial uses, development of the project would not result in a <br />physical division of the established community. <br />B. The proposed project has been reviewed according to the standards and requirements of <br />the California Environmental Quality Act (CEQA) and an Initial Study Environmental <br />Evaluation Checklist has been prepared with a determination that the project will not have <br />a significant impact on the environment and as long as the applicant complies with all <br />identified mitigation measures. <br />,r <br />N <br />
