OF SR�.1F9 <br />CITY OF SAN LEANDRO <br />Q Department of Development Services <br />Mc�RPOAATE� �$^ <br />NEGATIVE DECLARATION <br />Notice is hereby given that the City of San Leandro finds that no significant effect on the environment <br />as prescribed by the California Environmental Quality Act of 1970, as amended will occur for the <br />following proposed project: <br />I. PROJECT DESCRIPTION: <br />Zoning Code Amendments/ City of San Leandro (Applicant). Comprehensive changes to the <br />City of San Leandro Zoning Code, covering both minor clarification and/or <br />reorganizations to existing regulations, and substantive changes to use and development <br />regulations. Substantive changes to use and development regulations include: adoption of <br />regulations to address large single family homes, such as regulations for discretionary <br />approval and neighborhood notice of residential projects larger than a particular size; <br />modifications to use regulations for "group/congregate" housing types; modifications to <br />regulations affecting certain commercial uses including, but not limited to: bars, check <br />cashing/advance payroll loans, cigarette stores, entertainment uses, restaurants and <br />theaters; modifications to regulations affecting certain industrial uses including, but not <br />limited to: distribution/warehousing, outdoor storage, professional offices, and industrial <br />uses near residential zoning districts, and modifications to existing landscape, fencing, <br />screening and other development standards pertaining to commercial and industrial uses. <br />H. DECLARATION THAT PROJECT WILL NOT SIGNIFICANTLY AFFECT <br />ENVIROMVENT: <br />The proposed project will have no significant effect on the area's resources, cumulative or <br />otherwise. This is supported in the attached Initial Study Checklist Form, which concludes that <br />implementation of the proposed project would either result in no impacts or impacts that are <br />considered less than significant without mitigation. <br />III. FINDINGS SUPPORTING DECLARATION: <br />A. Subsequent to the current General Plan and Zoning Code, several policy documents <br />(i.e., the West San Leandro - MacArthur Boulevard Redevelopment Plan) have been <br />adopted. Land use regulations in the Zoning Code are being refined to reflect these <br />other documents, which are generally consistent with the existing General Plan and <br />Zoning Code. The proposed amendments to the Zoning Code would result in increased <br />discretionary review of certain land uses, with the primary objective of reducing <br />potential land use conflicts (e.g., industrial uses next to residential uses). <br />Zoning Code Amendments — ND <br />January 2001 <br />W <br />
