PLN2000-00049, 50 and 51 3 09/17/01 <br />Citv Council Committee Review and Action <br />Not applicable <br />Applicable General Plan Policy <br />The General Plan designates the subject property as "No Change." The General Plan explains <br />that the area will not remain entirely static and that it is expected that there will be a range of <br />proposals to replace, renew or modify development in these areas (pages V-71 and 72). The <br />proposal to rezone from IL to RS(PD) will phase out the possibility of industrial sites adjacent to <br />existing single-family neighborhoods to the east and south. The rezone will encourage a change <br />towards low -density residential development, which will protect the existing area from additional <br />potential impacts from industrial uses such as noise and truck traffic, which has been found to <br />erode the stability of residential uses. <br />Permits and/or Variances Granted <br />Not applicable <br />Environmental Review <br />Pursuant to the California Environmental Quality Act, a Mitigated Negative Declaration has been <br />prepared for this project. Copies have been sent to the State Clearinghouse for distribution and <br />for the different State agencies to review. A copy of the Mitigated Negative Declaration, <br />Mitigation Monitoring Plan and Initial Study is attached. The public review period for the <br />document was from June 7, 2001 to July 6, 2001. <br />The document identifies that hazardous materials exist on the site due to the history of various <br />industrial uses on the properties. Hazardous materials found on -site include chlordane, <br />heptachlor epoxide, chromium and heavy end hydrocarbons. The remedial action plan prescribes <br />excavating the contaminated areas on site to depths between one to two and one-half feet. All <br />work shall be completed to the satisfaction of the Regional Water Quality Control Board and the <br />City's Environmental Services Manager prior to the issuance of grading or building permits for <br />on -site development. <br />Code Compliance Review <br />Not applicable <br />Board/Commission Findines <br />The Planning Commission reviewed this application at its meetings on June 28, 2001 and August <br />23, 2001. At the June meeting, the Planning Commission recommended adoption of the Mitigated <br />Negative Declaration and approval of the rezoning. The Commission, however, denied the Planned <br />Development and the vesting tentative map without prejudice because of concerns related to the <br />3 <br />
