The General Plan explains that the area will not remain entirely static and that it is expected that there will be a range of proposals to replace, renew or modify development in these areas (pages V-71 and 72). The proposal to rezone from IL to RS(PD) will phase out the possibility of industrial sites adjacent to existing single-family neighborhoods to the east and south. The rezone will encourage a change towards low -density residential development, which will protect the existing area from additional potential impacts from industrial uses such as noise and truck traffic, which has been found to erode the stability of residential uses. Permits and/or Variances Granted Not applicable Environmental Review Pursuant to the California Environmental Quality Act, a Mitigated Negative Declaration has been prepared for this project. Copies have been sent to the State Clearinghouse for distribution and for the different State agencies to review. A copy of the Mitigated Negative Declaration, Mitigation Monitoring Plan and Initial Study is attached. The public review period for the document was from June 7, 2001 to July 6, 2001. The document identifies that hazardous materials exist on the site due to the history of various industrial uses on the properties. Hazardous materials found on -site include chlordane, heptachlor epoxide, chromium and heavy end hydrocarbons. The remedial action plan prescribes excavating the contaminated areas on site to depths between one to two and one-half feet. All work shall be completed to the satisfaction of the Regional Water Quality Control Board and the City's Environmental Services Manager prior to the issuance of grading or building permits for on -site development. At the June meeting, the Planning Commission recommended adoption of the Mitigated Negative Declaration and approval of the rezoning.
