v <br />PLN2000-00049, 50 and 51 4 09/17/01 <br />design of the attached units, the prominence of the single-family home garages, the density of the <br />affordable units and the lack of on -site open space. <br />The applicant redesigned the proposal to address all of the Planning Commission's concerns. One <br />unit was removed from the original proposal, bringing the number of units to 18. The four attached <br />units were reduced to two and redesigned to complement the single-family homes. The facades of <br />the single-family homes were redesigned with more articulation to reduce the visual impact of the <br />garages. One-third of the three -car garages were removed, also to reduce the presence of the garage <br />doors on the street. <br />With these changes, the Planning Commission unanimously recommended approval of the Planned <br />Development and Vesting Tentative Map at the August 23, 2001 hearing. <br />Summary of Public Outreach Efforts <br />A worksession with the Planning Commission was held September 2, 2000. In September 2000, <br />the applicant interviewed residents of Elderberry Way to determine their feelings about the <br />proposal. At that time, some of the residents expressed concern about the possibility of Elderberry <br />Way being extended at some point in the future. Neighbors were afraid that speeding and traffic <br />would become an issue if Elderberry was no longer a dead-end street. In order to address that <br />concern, the applicant designed the street for this project in such a way that, if it does eventually <br />meet up with Elderberry, the road will have curves and will not be attractive to people wishing to <br />drive quickly. <br />The applicant also met with representatives of Kraft Food in April 2001 and with the Halcyon - <br />Foothill Homeowners Association on August 28, 2001. <br />The mailing notification for this and other public meetings public hearing was the standard 300- <br />foot radius. No public comments were expressed at either Planning Commission meeting. <br />Fiscal Impact <br />There will be no homeowners association developed as part of this project. The new road will be <br />a public road and the landscaping along Halcyon and the new road will be maintained by the <br />City. The developer will pay the required DFSI, park dedication in -lieu fees, school mitigation <br />fees and associated development fees. <br />Budget Authority <br />Not applicable <br />a <br />
