Housing Element Update 3 September 17, 2001 <br />Project Areas where new residential projects are required to provide at least 15 percent of <br />the total number of units as affordable units, and 2) within areas where higher densities <br />are encouraged, namely the East 14th Street corridor and the Central San Leandro BART <br />station area. <br />Current City Council Policv <br />Goals, policies and strategies on housing are contained in the General Plan that was <br />adopted in 1989. With the changes in demographics and housing characteristics during <br />the past 12 years, an update of the Housing Element is necessary. <br />The existing Housing Element, prepared in 1989 as part of the previous General Plan, <br />was never certified by State. Although the City responded to HCD's comments and <br />resubmitted its Element in the early 1990s, the State found that the City did not <br />adequately address its comments. Work on a revised Draft was initiated in the mid- 1990s <br />but was discontinued when the State extended the coverage period for the previous <br />Housing Element through the end of 1998. <br />Previous City Council Action(s) <br />The Council adopted the previous Housing Element in 1989, as mentioned above. <br />City Council Committee Review and Action <br />The City Council Ad Hoc Committee on the General Plan met on September 6, 2001 to <br />review and make a recommendation on the make up of the Housing Element Ad Hoc <br />Advisory Committee. The proposed roster for the Housing Element Update Committee is <br />attached. The Committee consists mostly of former General Plan Advisory Committee <br />members. The Committee is intended to represent a balanced geographical distribution, <br />complemented by representation from housing -related agencies and both non-profit and <br />for -profit housing developers. <br />Applicable General Plan Policy <br />The Housing Element in the 1989 General Plan is the existing policy at this time. The <br />Update effort will work from this document as well as the emerging General Plan as part <br />of the update effort. <br />Permits and/or Variances Granted <br />Not Applicable. <br />Environmental Review <br />It is anticipated that the Housing Element will require a Negative Declaration, since the <br />impacts will have already been considered by the EIR for the General Plan Update. <br />Code Compliance Review <br />Not Applicable <br />''q -71 <br />
