Current City Council Policv Goals, policies and strategies on housing are contained in the General Plan that was adopted in 1989. With the changes in demographics and housing characteristics during the past 12 years, an update of the Housing Element is necessary. The existing Housing Element, prepared in 1989 as part of the previous General Plan, was never certified by State. Although the City responded to HCD's comments and resubmitted its Element in the early 1990s, the State found that the City did not adequately address its comments. Work on a revised Draft was initiated in the mid- 1990s but was discontinued when the State extended the coverage period for the previous Housing Element through the end of 1998. Previous City Council Action(s) The Council adopted the previous Housing Element in 1989, as mentioned above. City Council Committee Review and Action The City Council Ad Hoc Committee on the General Plan met on September 6, 2001 to review and make a recommendation on the make up of the Housing Element Ad Hoc Advisory Committee. The proposed roster for the Housing Element Update Committee is attached. The Committee consists mostly of former General Plan Advisory Committee members. The Committee is intended to represent a balanced geographical distribution, complemented by representation from housing -related agencies and both non-profit and for -profit housing developers. Applicable General Plan Policy The Housing Element in the 1989 General Plan is the existing policy at this time. The Update effort will work from this document as well as the emerging General Plan as part of the update effort. Permits and/or Variances Granted Not Applicable. Environmental Review It is anticipated that the Housing Element will require a Negative Declaration, since the impacts will have already been considered by the EIR for the General Plan Update.
