• The critical component of the proposed development plan would be a development <br />strategy that would guide policy implementation including the identification of key <br />retail and in -fill housing opportunity sites, financial and land use incentives, a <br />possible streetscape improvement plan with design guidelines and utility <br />undergrounding, and possible land assembly. <br />Staff also recommended that the City Council consider an interim zoning ordinance <br />that would regulate development during the preparation of the proposed Plan. After <br />consideration at a public hearing the interim zoning ordinance could be in effect for <br />up to two years. <br />The Committee referred two items to the City Council for consideration at the <br />meeting of November 5, 2001: (1) that staff be directed to proceed with the <br />preparation of an East 14th Street Development Plan including the solicitation of <br />planning and design consultants to support the planning effort; and (2) that staff be <br />directed to prepare an interim land use ordinance for consideration in December. <br />Discussion Regarding Proposed Commercial Revitalization Program <br />Staff described a series of proposed changes to the existing Redevelopment Agency <br />funded Awning Sign and Paint Program to make the program more workable to small <br />businesses and create a larger and more meaningful incentive to property owners and <br />businesses to upgrade their properties. <br />The focus of the revisions is a shift to provide larger forgivable loans to match private <br />investment for fagade and other property improvements, which enhance the property <br />for the benefit of the individual business as well as the surrounding area. Funds <br />would be provided on a 50% matching basis and are loaned for a period of ten years. <br />After ten years the loan is converted to a grant if the participant has maintained the <br />improvements. <br />The Committee emphasized the need to make sure strong and clear language is in <br />place that will insure a proper level of maintenance. The Committee also noted the <br />need to broaden the assistance to include items other than awnings, signs, and paint. <br />It was suggested that it be called a Facade Improvement and Business Assistance <br />Program. <br />The Committee noted their support and referred the matter to the City Council and <br />Redevelopment Agency for consideration at a future meeting in November or <br />December. <br />Discussion Regarding Proposed General Foundry Project <br />• Staff described a development proposal by General Foundry, Inc. to acquire and <br />redevelop the abandoned industrial property located at 2424 Merced Street in the <br />West San Leandro/MacArthur Redevelopment Area. <br />
