• The Committee supported the proposed language, but at the same time <br />indicated that it is an issue of enforcement. The Committee felt that the <br />authority to enforce decorum in the Chambers rests with the Mayor. <br />• The need to have speaker cards turned in prior to the meeting being called to <br />order was stressed. <br />5. Discussion Regarding Homeowner Associations Certification Process <br />• The City Clerk reported that in checking with the surrounding cities, there are <br />no policies for verifying the membership or legitimacy of homeowner <br />associations. <br />• The City Clerk reported on the current process by which Development <br />Services tracts homeowner associations through development projects and <br />indicated that a listing of homeowner associations is maintained in the City <br />Clerk's Office. It was noted that the current list of HOAs is updated as <br />information is received regarding change in Officers. There is no mechanism <br />in place to keep track of their membership. <br />6. Committee Member Comments <br />• Council Member Loeffler clarified with the City Clerk that a survey of Boards <br />and Commissioners will be going out in August to obtain permission for <br />specific information to be listed on the Official Family List, as well as the <br />City's Webpage. <br />• Council Member Loeffler also clarified with Greg Park that some pages of the <br />City's Webpage are still under construction, and based on the outcome of the <br />Real Property Transfer Tax Measure, the timeline for their completion and/or <br />future construction is on hold. <br />7. Public Comments <br />• Lou Filipovich, 15376 Laverne Dr., addressed the Committee regarding the <br />need for a public advocates office; indicated that the City should verify <br />homeowner association memberships, and stressed that persons should be able <br />to address the City Council during their meetings before, during and after <br />Council actions. He indicated that he feels the Council is violating the public <br />meeting law and the Brown Act. <br />8. Adjourn — 6:20 p.m. <br />
