CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br />MEETING NOTES FOR <br />JANUARY 26, 1999 <br />4:00 P.M. <br />San Leandro City Hall North Offices <br />City Manager's Large Conference Room <br />Chairman Gordon Galvan called the Committee Meeting to order at 4:20 p.m. with all <br />Committee Members being present. Staff members present were: John Jermanis, <br />Wandzia Grycz, Gayle Petersen, Greg Park, and Kathy Ornelas. <br />1. Discussion Regarding Election in the Year 2000 <br />City Manager Jermanis briefly reviewed the issue before the subcommittee and noted that <br />the City Clerk had done some research on recent elections county -wide. <br />The City Clerk provided information regarding Alameda County cities and when their <br />elections are held, as well as if they conduct their own or consolidate with the County. It <br />was noted that all but the City of Piedmont have consolidated with the County of <br />Alameda for their elections. The elections turnout information and costs for the City of <br />San Leandro over the last five elections was also provided to the subcommittee. <br />The City Clerk provided some notes regarding a recent meeting with Sequoia Pacific, <br />election consultants, regarding services and costs to conduct an election for the City of <br />San Leandro. <br />After a brief discussion, the subcommittee indicated their support for recommending that <br />the Council consider consolidating their election in the year 2000 with the statewide <br />election to be held November 7, 2000. <br />2. Discussion Regarding TCI Franchise <br />The subcommittee briefly discussed the letter that had been received from TCI regarding <br />their error in calculating the fees and the possible repayment of approximately $48,000 to <br />the City, should the City decide to receive the fees. It was also noted that should the City <br />decide to receive the monies, it would result in a one time increase in rates to the <br />estimated 17,000 TCI customers in the amount of approximately just under $3.00 per <br />user. <br />Discussion ensued regarding whether to accept the repayment and have the amount <br />passed on to customers, or to refuse the payment. An argument was made to collect the <br />fee and earmark it for needed equipment for future Cable Television efforts. <br />The subcommittee concurred and they would recommend collecting the fee from TCI. <br />City Council Rules & Communications Committee A 16,J <br />January 26, 1999 <br />
