CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE MEETING NOTES FOR JANUARY 26, 1999 4:00 P.M. San Leandro City Hall North Offices City Manager's Large Conference Room Chairman Gordon Galvan called the Committee Meeting to order at 4:20 p.m. with all Committee Members being present. Staff members present were: John Jermanis, Wandzia Grycz, Gayle Petersen, Greg Park, and Kathy Ornelas. 1. Discussion Regarding Election in the Year 2000 City Manager Jermanis briefly reviewed the issue before the subcommittee and noted that the City Clerk had done some research on recent elections county -wide. The City Clerk provided information regarding Alameda County cities and when their elections are held, as well as if they conduct their own or consolidate with the County. It was noted that all but the City of Piedmont have consolidated with the County of Alameda for their elections. The elections turnout information and costs for the City of San Leandro over the last five elections was also provided to the subcommittee. The City Clerk provided some notes regarding a recent meeting with Sequoia Pacific, election consultants, regarding services and costs to conduct an election for the City of San Leandro. After a brief discussion, the subcommittee indicated their support for recommending that the Council consider consolidating their election in the year 2000 with the statewide election to be held November 7, 2000. 2. Discussion Regarding TCI Franchise The subcommittee briefly discussed the letter that had been received from TCI regarding their error in calculating the fees and the possible repayment of approximately $48,000 to the City, should the City decide to receive the fees. It was also noted that should the City decide to receive the monies, it would result in a one time increase in rates to the estimated 17,000 TCI customers in the amount of approximately just under $3.00 per user. Discussion ensued regarding whether to accept the repayment and have the amount passed on to customers, or to refuse the payment. An argument was made to collect the fee and earmark it for needed equipment for future Cable Television efforts. The subcommittee concurred and they would recommend collecting the fee from TCI.
