1844 Bancroft Avenue 3 October 9, 2000 <br />greatly enhance the appearance of the property from Bancroft <br />Avenue and the surrounding properties. <br />Policy 6. The City will actively seek to enhance the image and definition of <br />San Leandro by upgrading the appearance and quality of all major <br />entry streets.... <br />Bancroft Avenue is one of the major entry streets into San <br />Leandro. Approval of this rezoning and planned development <br />will result in a major improvement in the appearance of this <br />property from Bancroft Avenue. <br />Permits and/or Variances Granted <br />N/A <br />Environmental Review <br />Under the California Environmental Quality Act (CEQA), the rezoning and <br />planned development are categorically exempt from CEQA as the reuse of an <br />existing building under Article 129, Section 15301 Class 1. Therefore, no <br />environmental review is required. <br />Code Compliance Review <br />N/A <br />Board/Commission Findings <br />This proposal has been reviewed for its consistency with the General Plan and its <br />impact on the neighborhood. The Planning Commission finds that that the zoning <br />change and the planned development are consistent with the General Plan and will <br />upgrade this property. The Commission expressed concern that the because of the <br />steep roof pitch on the building the owner might add a second story expansion in <br />the future. Staff pointed out that the attic area could be used only for storage and <br />not additional office space. The Commission attached a condition that a deed <br />restriction be recorded requiring that the commercial building be single -story and <br />used only as non -medical office space. The Commission was supportive in <br />allowing separate driveways serving the office building and the single-family <br />home rather than the staff recommendation for a single driveway serving both <br />uses. <br />Summary Of Public Outreach Efforts <br />As required by State law, a public notice was mailed to all property owners within <br />300 feet of the project site. Notice was also published in the Daily Review and <br />posted in the surrounding neighborhood. The notice briefly described the project <br />
