'R,cso .42—R3 <br />SUBJECT: Matter of the Redevelopment Agency and the City of San Leandro Hearing all <br />Evidence and Testimony Regarding the Proposed Certification of the <br />Environmental Impact Report and Adoption of the Redevelopment Plan for the <br />West San Leandro/Mac Arthur Boulevard Redevelopment Area <br />SUMMARY AND RECOMMENDATION <br />The purpose of the June 14, 1999 meeting is for the Redevelopment Agency (Agency) and City <br />Council (Council) to hear all evidence and testimony regarding the proposed certification of the <br />Environmental Impact Report (EIR) and adoption of the Redevelopment Plan for the West San <br />Leandro/MacArthur Boulevard Redevelopment Area. <br />The Agency and Council have received, under separate cover, the Report to the City Council <br />from the Redevelopment Agency (Tab 3 of the April 23, 1999 Staff Report binder); the Draft <br />Redevelopment Plan (Tab 4 of the April 23, 1999 Staff Report binder); the Planning <br />Commission's Report on the Redevelopment Plan and the Planning Commission's recommended <br />changes to the text of the Redevelopment Plan (forwarded on May 19, 1999 by Staff to Council <br />as Tab 3, Exhibit D, and Tab 4 respectively of the April 23, 1999 Staff Report binder). <br />Based on the staff report and the supporting materials, staff recommends that at the conclusion of <br />the Joint Public Hearing, the following actions (set forth in required sequential order) be taken: <br />That the Redevelopment Agency: <br />1. Approve a Resolution Certifying the Environmental Impact Report for the West San <br />Leandro/MacArthur Boulevard Redevelopment Project Area. <br />
