West San Leandro/MacArthur Blvd. -2- June 8, 1999 <br />2. Approve a Resolution Adopting Findings Requiring Potentially Significant and <br />Significant Impacts, Adopting a Statement of Overriding Considerations, and Adopting a <br />Mitigation Monitoring Plan for the West San Leandro/MacArthur Boulevard <br />Redevelopment Plan. <br />That the City Council: <br />1. Approve a Resolution Electing to Receive Incremental Property Tax Revenues as <br />Provided for by Section 33676 of the California Health and Safety Code for the West San <br />Leandro/MacArthur Boulevard Redevelopment Project Area. <br />2. Approve a Resolution Confirming Review and Consideration of the Environmental <br />Impact Report for the West San Leandro/MacArthur Boulevard Redevelopment Plan and <br />Adopting Finding Relating Thereto. <br />3. Choose one of the following options with regard to adopting the final Redevelopment <br />Plan: <br />Option 1. Direct staff to prepare an Ordinance of the City Council of the City of San <br />Leandro adopting the "Draft Redevelopment Plan for the West San <br />Leandro/MacArthur Boulevard Redevelopment Project Area" (Tab 4 of the <br />April 23, 1999 Staff Report binder) with certain corrections as outlined under <br />"Draft Redevelopment Plan" noted below. <br />Option 2. Same as Option 1 except include the changes to the Draft Redevelopment Plan <br />proposed by the Planning Commission as noted below. <br />Option 3. Same as Option 2 except include the changes to the Draft Redevelopment Plan <br />proposed by the Redevelopment Advisory Committee as noted below. <br />BACKGROUND <br />On May 12, 1998 the City Council approved the recommendation of the West San <br />Leandro/MacArthur Boulevard Citizen Advisory Committee to proceed with the establishment <br />of a Redevelopment Area for the West San Leandro/MacArthur Boulevard Survey Area. Since <br />that time, a Preliminary Plan has been approved by the Planning Commission; the <br />Redevelopment Advisory Committee (RAC) was elected as an official advisory group to the <br />Redevelopment Agency and has held six meetings; a series of technical studies have been <br />completed, including a blight analysis, Environmental Impact Report (EIR) and financial <br />assessment; the Preliminary Report to Affected Taxing Entities was approved and distributed for <br />comment; the Agency has adopted Owner Participation and Business Reentry Rules; both the <br />Agency and Council approved the use of 20% set -aside funds inside and outside the Project <br />
