West San Leandro/MacArthur Blvd. - 3 - June 8, 1999 <br />Area; the Agency has forwarded its Report to the City Council and its draft Redevelopment Plan <br />to the City Council to be considered at this joint hearing; and the Planning Commission has <br />toured the Project Area and submitted their report to the Agency and Council as required by law. <br />The Report to the City Council, along with the Final EIR and the Redevelopment Plan, are the <br />last documents that must be considered prior to formation of a new Redevelopment Area. <br />DISCUSSION <br />The West San Leandro/MacArthur Boulevard Redevelopment Plan (the "Plan") sets forth the <br />Agency's powers, duties, and obligations to implement the redevelopment program for the <br />Project Area. The Plan does not constitute a specific plan for the Project Area or set priorities for <br />specific projects. Rather, the Plan provides a framework and process for preparing specific <br />plans, establishing priorities, and proposing solutions for specific problem areas. <br />The Report to the City Council has been completed by the Agency for consideration of the City <br />Council pursuant to Community Redevelopment Law Section 33352. It contains information <br />relating to the proposed formation of the West San Leandro/MacArthur Boulevard <br />Redevelopment Project Area (Project Area) including: <br />♦ Reasons for Selecting the Project Area <br />♦ A Description of Existing Physical and Economic Conditions <br />♦ Proposed Projects of the Redevelopment Agency <br />♦ The Five -Year Implementation Plan <br />• The Method of Financing <br />♦ The Relocation Plan <br />♦ Analysis of the Preliminary Plan <br />♦ The Final Environmental Impact Report, and <br />♦ An Analysis of the Report to Affected Taxing Entities <br />The Report to the City Council is required by Community Redevelopment Law (Section 33352) <br />and is intended to provide the background necessary for consideration and approval of the West <br />San Leandro/MacArthur Boulevard Redevelopment Plan. <br />Option 1: Draft Redevelopment Plan <br />The "Draft Redevelopment Plan for the West San Leandro/MacArthur Boulevard <br />Redevelopment Project Area" (Tab 4 of the April 23, 1999 Staff Report binder) is the form of the <br />Redevelopment Plan originally drafted from discussions with the community and <br />Redevelopment Advisory Board (RAC). It has been circulated for comment to the RAC as well <br />as the Planning Commission, and its availability has been advertised to all property owners, <br />business owners and tenants within the project area via direct mail, and to all members of the <br />community through a legal ad in the newspaper.
