West San Leandro/MacArthur Blvd. - 3 - June 8, 1999 Area; the Agency has forwarded its Report to the City Council and its draft Redevelopment Plan to the City Council to be considered at this joint hearing; and the Planning Commission has toured the Project Area and submitted their report to the Agency and Council as required by law. The Report to the City Council, along with the Final EIR and the Redevelopment Plan, are the last documents that must be considered prior to formation of a new Redevelopment Area. DISCUSSION The West San Leandro/MacArthur Boulevard Redevelopment Plan (the "Plan") sets forth the Agency's powers, duties, and obligations to implement the redevelopment program for the Project Area. The Plan does not constitute a specific plan for the Project Area or set priorities for specific projects. Rather, the Plan provides a framework and process for preparing specific plans, establishing priorities, and proposing solutions for specific problem areas. The Report to the City Council has been completed by the Agency for consideration of the City Council pursuant to Community Redevelopment Law Section 33352. It contains information relating to the proposed formation of the West San Leandro/MacArthur Boulevard Redevelopment Project Area (Project Area) including: ♦ Reasons for Selecting the Project Area ♦ A Description of Existing Physical and Economic Conditions ♦ Proposed Projects of the Redevelopment Agency ♦ The Five -Year Implementation Plan • The Method of Financing ♦ The Relocation Plan ♦ Analysis of the Preliminary Plan ♦ The Final Environmental Impact Report, and ♦ An Analysis of the Report to Affected Taxing Entities The Report to the City Council is required by Community Redevelopment Law (Section 33352) and is intended to provide the background necessary for consideration and approval of the West San Leandro/MacArthur Boulevard Redevelopment Plan. Option 1: Draft Redevelopment Plan The "Draft Redevelopment Plan for the West San Leandro/MacArthur Boulevard Redevelopment Project Area" (Tab 4 of the April 23, 1999 Staff Report binder) is the form of the Redevelopment Plan originally drafted from discussions with the community and Redevelopment Advisory Board (RAC). It has been circulated for comment to the RAC as well as the Planning Commission, and its availability has been advertised to all property owners, business owners and tenants within the project area via direct mail, and to all members of the community through a legal ad in the newspaper. The only comments received relating to the 85
