West San Leandro/MacArthur Blvd. - 4 - June 8, 1999 <br />Redevelopment Plan came from the Planning Commission (Option 2, below) and the RAC <br />(Option 3, below). No written comments were received from the general public. <br />It is staff's recommendation that any adopted version of the Redevelopment Plan contain the <br />following correction. <br />Appendix C, Section 2.c: Change "Estudillo Gateway Association" to "MacArthur- <br />Estudillo Gateway Association". <br />Option 2: Redevelopment Plan Amendments Recommended by the Planning Commission <br />At its meeting on May 13, 1999 the Planning Commission recommended the following changes <br />(shown in strike-out/underline) to the "Draft Redevelopment Plan for the West San <br />Leandro/MacArthur Boulevard Redevelopment Project Area": <br />Section 308.3: Change this section to read as follows. "The General Plan and Zoning <br />Code set forth the provisions for protecting and preserving buildings of historic <br />significance in the Project Area. The Agency is authorized to adopt a program <br />establishing additional requirements to protect, rehabilitate and preserve any buildings of <br />historic significance in the Project Area." <br />Section 309: Change the first two sentences of Section 309 in the first paragraph to <br />read as follows. "The Agency is authorized to establish guidelines and standards for, <br />among other things, building heights, site coverage, setbacks, landscaping, building <br />design, signage, circulation, screening of activities from the view of adjacent properties <br />or the pubic right-of-way, and parking, which are different than the <br />generally applicable codes and regulations, Xho ngaiwy may establish gui olia-s that <br />upon a finding that such guidelines are consistent with and further the <br />purpose of the Plan." <br />Section 311: Add Section 311 to read as follows. <br />K. Section 3111 Planning Commission Review <br />The following projects shall be submitted to the Planning Commission for review and <br />recommendation prior to submittal to the Redevelopment Agency. The Commission <br />shall report its findings and recommendations to the Agency prior to the Agency's <br />consideration of the project. <br />a) Any design guideline proposals submitted to the Agency for adoption <br />b) Any project that would necessitate a change in land use designation or zoning <br />c) Streetscape master plans <br />d) Any land use plans for identifiable multi -parcel areas within the project area including <br />specific plans or master plans <br />86 <br />
