West San Leandro/MacArthur Blvd. - 4 - June 8, 1999 Redevelopment Plan came from the Planning Commission (Option 2, below) and the RAC (Option 3, below). No written comments were received from the general public. It is staff's recommendation that any adopted version of the Redevelopment Plan contain the following correction. Appendix C, Section 2.c: Change "Estudillo Gateway Association" to "MacArthur- Estudillo Gateway Association". Option 2: Redevelopment Plan Amendments Recommended by the Planning Commission At its meeting on May 13, 1999 the Planning Commission recommended the following changes (shown in strike-out/underline) to the "Draft Redevelopment Plan for the West San Leandro/MacArthur Boulevard Redevelopment Project Area": Section 308.3: Change this section to read as follows. "The General Plan and Zoning Code set forth the provisions for protecting and preserving buildings of historic significance in the Project Area. The Agency is authorized to adopt a program establishing additional requirements to protect, rehabilitate and preserve any buildings of historic significance in the Project Area." Section 309: Change the first two sentences of Section 309 in the first paragraph to read as follows. "The Agency is authorized to establish guidelines and standards for, among other things, building heights, site coverage, setbacks, landscaping, building design, signage, circulation, screening of activities from the view of adjacent properties or the pubic right-of-way, and parking, which are different than the generally applicable codes and regulations, Xho ngaiwy may establish gui olia-s that upon a finding that such guidelines are consistent with and further the purpose of the Plan." Section 311: Add Section 311 to read as follows. K. Section 3111 Planning Commission Review The following projects shall be submitted to the Planning Commission for review and recommendation prior to submittal to the Redevelopment Agency. The Commission shall report its findings and recommendations to the Agency prior to the Agency's consideration of the project. a) Any design guideline proposals submitted to the Agency for adoption b) Any project that would necessitate a change in land use designation or zoning c) Streetscape master plans d) Any land use plans for identifiable multi -parcel areas within the project area including specific plans or master plans 86
