West San Leandro/MacArthur Blvd. - 5 - <br />June 8, 1999 <br />e) Any plans for new development on sites larger than two acres in the West San <br />Leandro Sub -Area or larger than one-half acre in the MacArthur Boulevard Sub -Area <br />Any project for which an Environmental Impact Report is required to be prepared <br />pursuant to the California Environmental Quality Act <br />This Section shall not apply to any projects reviewed by the Board of Zoning <br />Adjustments pursuant to the San Leandro Zoning Code. <br />Appendix C, Section 2: Change the first paragraph to read as follows: <br />Gateway/Streetscape Improvements — These programs are intended to establish gateways <br />into distinct areas of the community and improve streetscapes to help establish a clear <br />identity and market for business growth. It is also intended that the Agency will <br />coordinate these programs with other streetscape programs for adjoining areas to integrate <br />such programs into a larger planning context. This activity is expected to help eliminate <br />physical blight by encouraging property owner reinvestment in the area, but it is not <br />intended to require the expenditure of redevelopment funds outside the project area. <br />This investment will in turn help reduce economic blight by improving depreciated <br />property values. <br />Option 3: Redevelopment Plan Amendments Recommended by the Redevelopment <br />Advisory Committee <br />At its May 19`h meeting, the Redevelopment Advisory Committee (RAC) voted to support all of <br />the changes to the Draft Redevelopment Plan recommended by the Planning Commission with <br />the exception of the following: <br />Section 311: The RAC did not approve the Planning Commission's recommendation to <br />add a new requirement for mandatory Planning Commission review within the project <br />area because it adds another layer of development review and dilutes the advisory <br />authority of the RAC to the Redevelopment Agency. <br />At the meeting, it was pointed out by several RAC members that the formation of the <br />Redevelopment Project Area was discussed at numerous community meetings as an area <br />where development processes would be streamlined and property and business owners <br />would have a strong voice in policy decisions through membership on the RAC. In <br />exchange for this active advisory role and assurances regarding a streamlined process, <br />business and property owners agreed to be subject to eminent domain and other <br />regulatory powers of the Agency. It was also noted that requiring Planning Commission <br />review of development proposals is unprecedented in San Leandro's redevelopment <br />program since no other redevelopment area in the City has this requirement. <br />On the other hand, RAC members indicated they recognized and appreciated the expertise <br />of the Planning Commission and would like, at the RAC's discretion, to request Planning <br />8 <br />
