A-98-9/PD-98-3 Trumark - 4 - July 14, 1999 <br />Landscaping <br />Twenty-four inch box trees will be planted along both sides of the streets within the project. The <br />front yards of the homes will also be landscaped with trees, shrubs and groundcover. Along the <br />Fremont Avenue frontage of the project, 24-inch box trees will be planted at 20 feet on center. <br />Trees, shrubs and vines will also be placed along the Chapman Road frontage of the project. <br />OFF -SITE IMPROVEMENTS <br />Left Hand Turn Lane <br />A left-hand turn lane will be installed on Fremont Avenue into the project. This will include an <br />acceleration lane for those residents turning left out of the project. There is adequate street width <br />to accommodate this traffic safety feature. Bike lanes will also be provided on both sides of <br />Fremont Avenue. <br />Utility Uun dergro unding <br />All existing utility lines on the Fremont Avenue frontage of the property will be undergrounded. <br />All utilities within the project will also be placed underground. <br />Off -Site Wall <br />The applicant has agreed to install an 8-foot high precast masonry wall along the rear of the <br />homes that back up to Fremont Avenue from Floresta Boulevard to the curve in Fremont <br />Avenue. Landscaping will be placed in front of the wall. The applicant has already contacted <br />affected homeowners regarding the wall. Additional contact will be made by the applicant prior <br />to installation of the wall. <br />STAFF ANALYSIS <br />The Planning Commission carefully reviewed and discussed the revised plan. They agreed that it <br />was an improvement over the previous plan for 70 units. the Planning Commission had the <br />following comments and recommended revision to the Conditions of Approval after discussing <br />the plans: <br />■ The Commission thought that the four-plex the end of Road C consisting of the affordable <br />units did not fit in architecturally with the other units in the project. They recommended that <br />it be divided into two duplex units. The commission felt that the two center units of the four- <br />plex would not receive adequate light and air. Splitting it into two duplexes would result in a <br />more attractive living space. <br />■ They felt the radius in the curve in Road C was too severe and that it should be revised to <br />create a more gradual turn. <br />
