A-99-3/PD-99-3 - 2 - November 9, 1999 <br />■ By resolution approve Vesting Tentative Map Tract 7133 with the attached findings and <br />conditions of approval. <br />BACKGROUND <br />This vacant property has frontage on three streets, Santa Rosa Street, Estudillo Avenue and <br />Joaquin Avenue. In the early 1970's, a planned development was approved to develop the <br />property with a multi -story office building with underground parking. The office building was <br />never constructed and the property has been undeveloped since that time. <br />DETAILS OF PROPOSAL <br />PD-99-3 Planned Development <br />The proposal is to construct 11 townhouse units on this site. Ten of the units will front on Santa <br />Rosa Street and one unit will front on Estudillo Avenue. All of the units are two-story <br />townhouses with the master bedroom suite and bath on the first floor behind the garage and two <br />bedrooms, a bath, kitchen, living and dining areas on the second floor. The square footage of the <br />living area of each unit is 1310 square feet and the garage is 509 square feet. <br />Each unit has a private back yard that extends for the full width of the lot. The parcels vary in <br />width from 25 to 33.5 feet and the rear yards vary in depth from 10 feet to approximately 32 feet. <br />The front setback varies from 18 to 26 feet. The area of the individual parcels is from 1649 <br />square feet to 2500 square feet. The buildings have an 8-foot side yard on Joaquin Avenue and <br />Estudillo Avenue. The single unit that fronts on Estudillo Avenue has a 5-foot side yard on the <br />westerly side. <br />There is an attached two -car garage for each unit. The driveway has adequate depth to park two <br />vehicles without obstructing the sidewalk. Because of its narrow width, parking is only <br />permitted on the east side of Santa Rosa Street. <br />The exterior of the units will be stucco with a concrete tile hip roof. Architectural enhancements <br />will consist of stucco stone veneer, bay windows, built up stucco eave, accent stucco trim, arched <br />windows, wood shutters and sectional garage doors some of which will have windows. <br />Driveways and entry walkways will have a decorative concrete finish. Mail boxes and utility <br />meters will be located under the front entry stairway to minimize their view from the street. <br />There is an area in the garage for refuse cans and recycling containers. <br />Building height is 19 feet to the eave line and 25 feet to the peak of the roof. Height to the mid- <br />point of the roof is 22 feet. <br />The builder proposes an 8-foot high masonry wall along the rear property line adjoining the <br />parking lot for the adjacent office building. Back yard fences for the individual homes will be a <br />6-foot high wood fence. <br />h s <br />
