The Port has asked for a San Leandro elected <br />official and a citizen representative to be appointed to the Forum. This item has been placed on the agenda <br />for the May 4, 1998 City Council meeting. Staff recommends the City Council discuss this issue and <br />appoint a City Councilmember and a member of the Neighborhood Aviation Advisory Committee of San <br />Leandro (NAACSL) to represent San Leandro. <br />DISCUSSION <br />On March 3, 1998, Mayor Corbett received correspondence from the Port of Oakland, inviting San <br />Leandro to participate in their newly proposed "Oakland Airport -Community Noise Management Forum." <br />The Port has asked that an elected official and a citizen representative be appointed to serve on the Forum. <br />They have asked that these appointments be made and a Letter of Understanding (attached) be delivered to <br />the Port by May 14, 1998. <br />The City Attorney has reviewed the Letter of Understanding and has made one minor addition to the <br />language. The new language, which has been added to the first paragraph of the Letter, states "The <br />purpose of the Forum is not to resolve any current or future litigation between the Airport and any local <br />communities regarding the Airport Development Program." <br />The Cities of Alameda, Emeryville, Hayward, Oakland, and Union City, and the County of Alameda have <br />already agreed to participate in the Form. The Berkeley City Council will vote on the matter this week. <br />The City of Piedmont has not yet announced their decision on the Forum <br />Fiscal Impact - The Port of Oakland has asked each participating community to contribute <br />$1,000.00 annually to help cover Forum operating expenses.
