Office of the General Counsel
April 30, 1998
Liane Randolph, Esq.
Assistant City Attorney
City of San Leandro
835 East 14th Street
San Leandro, CA 94577
AC Transit
Alameda -Contra Costa Transit District
Re: Transbay Transit Terminal and Ramps Resolution
Dear Liane:
Office❑ (510) 891-4827
FAX❑ (510) 891-4724
Enclosed is a draft resolution, for adoption by your governing board, supporting the
retention of the Transbay Transit Terminal and its ramps. The District would appreciate
you bringing this resolution to the attention of the appropriate individuals in your agency
for its approval.
Caltrans is proposing to demolish the eastern ramp by late 1999 and converting the
western ramp into a two-way traffic ramp. Caltrans' proposal would be detrimental to AC
Transit's ability to stage its buses and provide adequate on -time performance for the many
East Bay commuters who currently use our service for transportation to and from the City
of San Francisco. In addition, the proposal has the potential to significantly add to the
congestion on the Bay Bridge and in downtown San Francisco.
Your agency may have already taken a position in support of the Transbay Transit
Terminal, but not the issue regarding the ramps. The proposed resolution covers both
issues, as well as the lack of any independent verification of Caltrans' conclusions and the
lack of any environmental documentation for its actions.
MTC's Bay Bridge Design Task Force will meet on May 13, 1998, to consider the design
of the eastern bridge replacement and the potential allocation of all or a portion of the $80
million in additional bridge tolls for relocation or replacement of the Transbay Transit
Terminal. The Task Force also will receive information about the terminal ramps. A final
decision on the $80 million funding issue will occur at the MTC meeting scheduled for
June 24, 1998.
It is imperative that the District continue to have your agency's support on this very
important issue prior to the June 24th meeting, by the adoption of the attached resolution
and its transmittal to the Bay Bridge Design Task Force, MTC, the East_ Bay Legislative
delegation and other interested agencies or institutions.
1600 Franklin Street, Oakland, California 94612 - 73
