One of the issues identified in this review concerns the continued operation of a Water Pollution Control Plant by the City. A Strategic Plan for the City's Water Pollution Control Plant was completed in January 1992 by HDR Engineering Inc. This plan included an analysis of having San Leandro's sewage treated by Oro Loma Sanitary District or EBMUD. The analysis in the 1992 study indicated that continued treatment at the San Leandro Plant was the most cost effective option. A copy of the 1992 study's analysis is attached for your information. Regulatory mandates, utility rates, and sludge disposal costs continue to increase and can have a significant impact on the sewer service charges required to sustain the cost of sewage treatment. It is therefore possible that a different conclusion may result from a new analysis of the cost of having our sewage treated by another agency. I would like to meet with you as soon as possible to fully explore your agency's interest in providing treatment of San Leandro's sewage at your facilities. This meeting would allow us to fully develop the most cost effective means of accomplishing such a scenario and ensure that the costs included in the analysis are appropriate based on current conditions.
