The revised plans also include improved perimeter improvements to the west edge, <br />with a heavy timber fence and a row of trees, for buffering noise from the ad j acent meat processing facility <br />The property will be subdivided into four lots. Two lots will be 49 feet by 96 feet and two will be "flag <br />lots," with 11 feet of frontage leading to 60 feet by 70 feet flags (see Exhibit A). The development will <br />consist of a "hammerhead -shaped" common driveway, providing access to the garages and visitor parking <br />spaces. <br />The two homes closest to Durant will be 1,476 square feet in floor area and the homes on the flag lots will <br />be 1,488 square feet. Both floor plans are single -story and will have three bedrooms and two bathrooms. <br />Each home will have an attached two -car garage. <br />DISCUSSION <br />The rezoning of the project site from NA-2 to RS(PD) will subject any proposal on the property to the City's <br />discretionary review process. This will ensure that any new development be compatible with the existing <br />general area. <br />The reclassification to RS(PD) will require a lower density development. This is important in protecting the <br />character of the area and in remaining compatible with the existing single-family and two-family residences <br />to the east and west. <br />The plan includes a lower profile home (single -story) and a solid heavy timber fence along the westerly <br />edge with a row of tree planting. This will result in lessening any noise to the homes from the adjacent <br />meat processing operations adjacent to the west. <br />The Traffic Engineer and Fire Department have found the common driveway to be adequate for safety <br />purposes. In addition to the 10 spaces of parking provided, the driveways for the homes are long enough to <br />provide additional guest parking. The Fire Department will require that the common driveway be posted, to <br />prohibit parking, as required to maintain fire access. The Fire Department is also requiring a fire hydrant <br />along the Durant Avenue frontage. <br />The proposed homes have a ranch -style design that feature the use of quality materials: stucco walls, lightly <br />tinted with color, composition shingle roofs and detailed windows. These elements will create a well - <br />designed, residential appearance, that blends with the existing neighborhood to the east. <br />�WIMMMMMMMMTV <br />The Planning Commission recommended a soundwall as a perimeter treatment along the west edge of the <br />site. A soundwall is considered a better means of attenuating noise from the adjacent meat processing <br />business. The developer, however, has expressed to staff that a soundwall is not reasonable due to its high <br />cost. Sound studies have indicated that a solid heavy timber fence could attenuate noise. Successful <br />achievement of the design attenuation of the noise barrier is contingent upon the following recommended <br />measures: <br />• Construct the noise barrier without openings. This could be achieved by overlapping of planks, or by <br />insertion of tongued fill stripping. <br />2 <br />
