Action 1.9: Estahlish Procedures for EDAC Review of Economic Development Related <br />Policies and Actions <br />The purpose of this task is to establish a process for the EDAC to provide input to the CltN <br />Council on issues related to economic development. This would formalize the advisor\ <br />capacity of the EDAC, and ensure that EDAC has the opportunity to provide input to the <br />City Council on issues that may impact economic development efforts. The intent is that <br />EDAC would function at a policv level. rather than providing input on a project-bv-project <br />basis. The EDAC should also be responsible for conducting a periodic reviewof the Ciro s <br />progress in implementing this Economic Development Strategy. which can involve making <br />recommendations to the City Council regarding the need to re -prioritize actions and <br />expenditures. modify programs. or take other actions necessary to maintain the Strategy's <br />responsiveness to local economic conditions. This type of review should be conducted bi- <br />annually or annually. A valuable function for the EDAC will be to give the City Council <br />feedback on economic development efforts from the perspective of businesses. which ma\ <br />be somewhat different than the views represented in the City Council's constituency of <br />voting residents. In addition. the EDAC can assist staff efforts by providing leads and <br />information regarding potential sectors or firms to target for re <br />attraction efforts. tention, expansion. or <br />Roles and Responsibilities. Economic Development staff should take the lead in <br />developing the EDAC input mechanism, meeting as necessary with the Mayor and Cit\ <br />Council members. and EDAC representatives to develop an efficient process. <br />Priority: MEDIUM <br />Costs and Sources of Funding. Initial costs for this task would be LOVA'. primarily in - <br />kind staff time and public meeting time needed to establish the EDAC role in advising-, the <br />City Council. Ongoing costs would be LOW. primarily in -kind costs for Economic <br />Development staff to coordinate the flo\y of information between the City Council and <br />EDAC. <br />Action 1.10: Develop and Distribute Business Welcome Packet <br />The objective of a business welcome packet is for the City to establish a positive working_ relationship with ne" businesses and immediatel, encourage them to establish relationships with other local merchants and business organizations. By fostering these <br />relationships as early as possible. the Cir` can position itself better to cooperate with <br />businesses in retention or expansion efforts in the future. <br />In addition to information about Cit\ regulations pertaining to businesses. this packet <br />would include contact information for local utility companies. business services.
