CU-97-2 Evan's Brothers Appeal 3 10/13/97 <br />dominated by pickleweed. The remaining 0.14 acres of wetlands are seasonal wetlands and occur <br />in the south-central portion of the site. They are of relatively low value to wildlife due to their <br />small size and to the disturbed nature of the plant community, because of annual disking of the area <br />to reduce hazard from fire during the summer season. A minimum of 0.7 acres of pickleweed- <br />dominated wetlands will be restored in the southwestern corner of the Hohener property to <br />compensate for the 0.14 acres of wetlands to be filled. <br />Since the Board of Zoning Adjustments meeting on July 3, 1997, the owner of the property has <br />applied for and received a Nationwide Permit that will allow the filling of 0.14 acres of wetlands. <br />They have also received approval of a Mitigation and Monitoring Plan by the U.S. Army Corps of <br />Engineers that will restore the existing wetlands that will remain. <br />The property owner has applied to the Engineering and Transportation Department for a Grading <br />Permit to fill the site in preparation for development under the IG Industrial General District <br />zoning. This site is up to ten (10) feet lower than surrounding properties to the east and south that <br />are already developed. It is necessary to increase the grade of the property to assure proper <br />drainage and to provide a compacted soil base for building construction. <br />Development Services has prepared an Initial Study and Negative Declaration for the Grading <br />Permit and this has been forwarded to the State Clearinghouse for the 30 day review period. At the <br />completion of the review period on October 17, 1997, and after responding to any comments <br />received on the Negative Declaration, the grading permit will be issued by Engineering and <br />Transportation. This will allow the property owner to bring in fill material for use on the site. It <br />will also permit Evan's Brothers to place crushed concrete and asphalt on the site to be compacted <br />as fill. One of the benefits to the property owner in having the concrete and asphalt processing <br />operation on the site is that the material can be used for fill. The primary benefit to the property <br />owner is convenience and the benefit to the surrounding area is a reduction in trucks trips compared <br />to bringing in fill material from outside the area. <br />DISCUSSION <br />During its discussion on this item, the Board raised the following concerns: <br />Dust Control: The Board felt that on -site dust control measures would be adequate to protect the <br />surrounding residential neighborhood because of the long distance to the closest homes. However, <br />they were concerned about the adequacy of dust and dirt control on Davis Street, since this was not <br />specifically addressed by the applicant. Evan's Brothers are going to use a wet rack to wash dust <br />off of the trucks before they leave the site. The Board felt this could result in wet truck tires <br />picking up material on the site and depositing it on Davis Street. <br />Noise Impacts: The Board was concerned about noise and felt that information was not adequate to <br />address noise. There would be noise from the equipment operating on the site and from trucks <br />using Davis Street and Doolittle Drive. The nearest residents to this site are homes on Williams <br />Street, just over 3,000 feet to the south, which measured from the area where the crushing and most <br />of the equipment operation will take place. The type of equipment used by the applicant will have <br />a noise level in the range of 80 to 90 dBA measured at 50 feet from the equipment. Source noise is <br />
