CU-97-2 Evan's Brothers Appeal 2 10/13/97 <br />• Motion to reverse action of the Board of Zoning Adjustments by certifying Negative <br />Declaration and approving CU-97-2 subject to the attached Conditions of Approval. <br />BACKGROUND <br />This 21-acre parcel is the site of the former Hohener Meat Processing facility, which discontinued <br />operation about eight years ago. Existing buildings on the site consist of the meat processing <br />building, a small single-family home and several barn and storage buildings. All of the existing <br />buildings are in poor condition. The rear of the site was used to pen cattle. <br />For the past three years, a company that accepts and recycles asphalt roof shingles has been <br />operating on the site. This is material that is removed from an existing roof before new asphalt <br />shingles are installed. The material is brought to the site in trucks from various locations in the East <br />Bay and placed in large trucks to be transported out of the area for processing. The company is <br />presently in the process of closing the operation and abandoning the site. <br />The applicant in this case, Evan's Brothers Inc., plans to operate a temporary concrete and asphalt <br />recycling operation on the front portion of the site. They will accept material only from <br />contractors. The facility will not be open to the general public. Trucks will enter the site from an <br />existing access road on Davis Street, the trucks will be weighed on a 10' by 70' truck scale and then <br />will deposit their load of concrete and/or asphalt on a stockpile area behind the existing buildings <br />on the site. The material will be allowed to accumulate until there is an adequate quantity to justify <br />bringing in a portable crusher. The crushing operation will operate approximately 85 days of the <br />year. The crushed material will either be removed from the site for use elsewhere or be placed on <br />the rear portion of the site as fill material. <br />The trucks that will be used to haul the material on and off -site will consist of bobtail dump trucks, <br />10 wheel dump trucks, single bottom dump trucks, double bottom dump trucks and end dump <br />semi -trucks. On -site equipment will consist of a D8 Caterpillar dozer, a 4,000 gallon water truck, a <br />Caterpillar excavator, a Caterpillar wheel loader and the concrete and asphalt crusher. When not in <br />use, all equipment will be parked at or near the southernmost barn, on a concrete slab area out of <br />sight of Davis Street. <br />Truck traffic to and from the site could average 25 truck trips per day. This number could double <br />on a busy day. The hours of operation will be Monday through Saturday from 7:00 a.m. to 6:00 <br />p.m. They will be closed on Sunday. The plant will be operated by a full time manager, crushing <br />machine operator and dust control and maintenance personnel. <br />A total of 0.83 acres of wetlands occur in the south-central and southwestem portion of the site. <br />The majority of these wetlands (0.69 acres) occur in the southwestern comer of the site and are <br />
