9908283, <br />County of Alameda Public Works <br />Storm Water Quality Measures <br />a. Storm water quality measures shall be implemented on this site by the <br />applicant to comply with Alameda County's National Pollution <br />discharge Elimination system (NPDES) Municipal Storm Water <br />Permit, administered by the San Francisco Bay Regional Water <br />Quality Control Board. The applicant shall provide measures to <br />prevent the discharge of contamination materials into public drainage <br />facilities during both construction and post -construction periods. It is <br />the responsibility of the applicant to comply with federal, state and <br />local water quality standards and regulations. Refer to the Alameda <br />Countywide Clean Water Program's guidance materials regarding <br />storm water quality controls for construction sites and post - <br />construction developments. <br />2. Construction Site Controls <br />a. During construction, the project site shall have the following storm <br />water quality controls implemented prior to October 1 st and <br />throughout the rainy season: <br />i. Minimize construction access points to local roads. Provide <br />construction entrances of 1-1/2 inch drain rock at each access point. <br />Keep all silt, gravel, rubbish and green waste from the street, gutters <br />and sidewalks adjoining the construction site. Provide regular <br />maintenance, weekly or after each storm event, to keep each access <br />point clean and free of debris which may be washed away. During wet <br />weather, avoid driving off paved areas and tracking mud and silt onto <br />paved areas. <br />ii. Minimize removal of any vegetation. Stabilize all cleared and <br />devegetated areas prior to the rainy season, beginning October 1 st. <br />Stabilization techniques should include temporary or permanent <br />reseeding, mulching, protective berms and silt fences, plastic <br />covering, or rock covering of all roads in use. Stabilization <br />techniques should be based on ABAG erosion control or California <br />Storm Water Best Management Practices (bmp) Handbook guidelines. <br />iii. Protected adjacent properties from all storm water or silt runoff <br />generated by on -site construction activities. During routine <br />inspections, identify temporary drainage blockages due to <br />construction activities which may result in unintended drainage <br />diversions. <br />Agreement to Conditions December 16, 1997 <br />TM-6929 Page 4 of 9 <br />
