99082835 <br />Development Adjacent to a Creek or Channel <br />a. Provide a setback from the creek for all structures. Ordinance 82-18 <br />establishes a setback of twenty (20) feet from the top of bank for <br />creek banks with a slope of two horizontal to one vertical (2:1) or less. <br />Establish the setback line for creek banks steeper than two horizontal <br />to one vertical (2:1) from a cross section view of the creek bank, by <br />drawing a line upward from the toe of slope at two horizontal to one <br />vertical (2:1), until it intersects the ground surface behind the top of <br />bank, then adding twenty (20) feet back from the top of bank. <br />b. No surface runoff shall be allowed to flow over the creek or channel <br />bank. An on -site storm drainage system to pickup the site runoff and <br />any intercepted area shall be provided. a connection to the channel, <br />shall require an approved outsell and dissipation system. A hydrology <br />map and calculations with hydraulic grade line calculations, shall be <br />required. <br />C. A six foot high black vinyl clad chain link fence along the District <br />right-of-way adjacent to the site shall be provided unless a chain link <br />fence already exists. <br />4. On -site Storm Drain Design <br />a. The runoff from the adjacent properties shall not be blocked or <br />obstructed. The Drainage area map created for the project drainage <br />design calculations shall clearly indicate all the areas tributary to the <br />project site. <br />b. An underground storm drainage system with an inlet for each lot is a <br />preferable method to a concrete "V" ditch along the back of the lots. <br />C. Roof drains shall be discharge away from building foundations. <br />d. The proposed finished floor elevations shall be constructed a <br />minimum of 1 foot higher than the surrounding catch basin grate <br />elevation or the FEMA flood plain, whichever is higher. <br />Note on the plans: "An encroachement permit from the Alameda <br />County Flood Control and Water Conservation District must be <br />acquired prior to the commencement of any work within district right- <br />of-way and for the construction, modification or connection to <br />district -maintained facilities. All workmanship, equipment, and <br />materials shall conform to district Standards and Specification." <br />Agreement to Conditions December 16, 1997 <br />TM-6929 Page 6 of 9 <br />
