27SAN LEANDRO EQUITY PLANFINDINGS <br />>>Lack of effective <br />communications and <br />engagement with <br />San Leandro’s substantial <br />Asian community <br />(largely immigrant) <br />Lack of cohesive, strategic <br />community engagement or <br />communications strategy <br />that accounts for all the <br />different key constituents of the <br />San Leandro community, including <br />its ESL communities (there are few <br />examples of in-language <br />communication overtures in <br />Spanish, Chinese, and others) <br />As an example, the <br />City’s considerable <br />Asian population <br />(esp. its Chinese <br />community) takes <br />greater cues from <br />civic groups in <br />Oakland, than it <br />does locally within <br />San Leandro. <br />Poor communications and a <br />lack of community outreach are <br />identified as major challenges <br />that undergird much of the <br />distrust among younger <br />residents, and residents of color. <br />Poor communication <br />also impacts employees <br />sense of trust. <br />“Language access is a key consideration in <br />planning for and delivering human services. <br />In San Leandro, more than half of the rough- <br />ly 21,500 people who speak Asian or Pacific <br />Island languages, and half of the estimated <br />16,800 who speak Spanish at home, speak <br />English less than very well.” <br />The Spanish-speaking <br />Latinx community in <br />San Leandro is largely <br />absent in local <br />civic affairs. <br />Asians not <br />proportionately <br />represented in city <br />discussions and <br /> debates.>>>>>RECOMMENDATIONS//COMMUNITY <br />ENGAGEMENT AND OUTREACH
