Prola and Alfred J. Fernandes of Board of Zoning Adjustments' approval of CU-95-17: Conditional Use Permit; to Construct a 122- unit, extended -stay hotel (Marriott Residence Inn), including four, two-story buildings, one, three-story building, and parking; 80 San Leandro Marina (South Dike Road and Neptune Drive); Assessor's Parcel Numbers 80G-900-2-2, 4, 1-6; JBN Company/John B. Norton, Applicant; CR Commercial Recreation District. SUMMARY AND RECOMMENDATION The Board of Zoning Adjustments approved the application for a conditional use permit at its December 7, 1995 meeting. The Board of Zoning Adjustments made the required findings, adopted the Negative Declaration, and approved the project subject to conditions of approval. Board of Zoning Adjustments Vote: MSC Mattoon/Badger, 5 ayes, McGallian and Efiason absent On January 2, 1996, James C. Prola and Alfred J. Fernandes appealed the matter to the City Council. This matter has been scheduled for a public hearing before the City Council on February 5, 1996. At the conclusion of the public hearing on the appeal, the City Council may: 1) deny the appeal which would sustain the Board of Zoning Adjustments' approval; 2) direct staff to prepare the findings to uphold the appeal which would reverse the Board's approval of the project; or 3) continue the matter to obtain additional information. Staff recommends that the City Council take the following action: 1) Deny the appeal and approve the Conditional Use Permit for a 122-unit, extended stay hotel; 2) Approve the Addendum to the Adopted Negative Declaration; 3) Approve the Resolution approving Parcel Map 6768. 171
