Mike Oliver -2- January 31, 1996 <br />BACKGROUND <br />The site of the proposed Marriott Residence Inn is located at the City -owned San Leandro <br />Marina on a three acre parcel along South Dike Road, south of the Marina Inn and west of the <br />small boat launch ramp. The site is zoned CR Commercial Recreation District and was <br />formerly home to the San Leandro Marine Center, a boat repair facility. The structures of the <br />Marine Center were demolished approximately four years ago and the site remains vacant. <br />The applicant has entered into an "agreement to lease" with the City for the proposed <br />Residence Inn. The proposed use of the site as an extended stay hotel is a conditionally <br />permitted use as visitor accommodations in the CR District. The Board of Zoning Adjustments <br />approved the Conditional Use Permit on December 7, 1995. The matter was appealed by <br />James C. Prola and Alfred J. Fernandes on January 2, 1996. If the City Council denies the <br />appeal and upholds the approval of the Board, the applicant will proceed with the next steps <br />of entering into a lease with the City. <br />DISCUSSION <br />Details of Proposal <br />The proposed Residence Inn is a 122-unit extended stay hotel. The proposal includes four, <br />two-story buildings and one, three-story building. One of the two story buildings, referred to <br />as the "Gatehouse," houses the registration area, management offices, and one conference room <br />for 25 people. Outside and adjacent to the gatehouse is a recreation area comprised of a pool, <br />spa, gazebo and sports court. The buildings have a residential design character and are <br />oriented in a manner to preserve visual access to the Bay from multiple view corridors. <br />The proposal provides parking for 98 cars within the leased area. Approximately 50 on -street <br />parking spaces are available for overflow parking on South Dike Road. The peak period for <br />the proposed Residence Inn is during the week; the Marina's peak period is on weekends. This <br />relationship provides an opportunity for reciprocal parking arrangements. The projected <br />occupancy of the Residence Inn is 80 to 90 percent during the week and 60 to 70 percent on <br />the weekends. The on -site parking should be adequate for the maximum projected weekend <br />occupancy based on 70 percent of the 135 parking spaces required by the Zoning Code. <br />The proposed Residence Inn offers many public benefits. The project re -uses a currently <br />vacant and unsightly property at the Marina. The project increases public access to the water, <br />where there is none currently. The applicant will refurbish the rip -rap surrounding the site and <br />construct a new public pier. The development includes public access improvements and <br />amenities, including benches, tapered rock seating walls, public access signs, light posts, and <br />trash receptacles. In addition, the applicant will relocate or pay for the relocation of the <br />existing public restroom. <br />172 <br />
