The staff <br />recommended the City Council adopt a Motion directing the policy be incorporated into the Capital <br />Improvement Program portion of the annual budget and projects recommended for inclusion in the <br />annual Capital Improvement Program adhere to the general principles and guidelines as set forth in <br />the policy. <br />1 1.3 041 3N.,-1V <br />Several years ago the City staff reviewed the Capital Improvement Program process and identified <br />two major areas in need of improvement. 1) The process did not distinguish in any manner between <br />maintenance projects and new enhancement or infrastructure investment projects. 2) The concepts <br />for new enhancement projects were presented by very few proponents. Consequently, areas of <br />possible community infrastructure investment were minimally included in the Capital Improvement <br />Program planning process for lack of a strong proponent. A Steering Committee, comprised of <br />Department Heads, was established to formulate general principles and guidelines for directing the <br />public investment effort through the Capital Improvement Program in San Leandro. <br />DISCUSSION <br />The Steering Committee brought together a broad base of interdepartmental project teams. These <br />teams focussed on developing a large number of projects which were divided into four categories: 1) <br />Community Facilities, 2) Neighborhoods, 3) Water Pollution Control, and 4) Golf Course. The project <br />teams then identified the values of the various projects and project categories to the community. The <br />Steering Committee, using the information prepared by the project teams, focused on the <br />development of general principles and guidelines which would direct the public investment effort <br />through the Capital Improvement Program. Consultant services were used to encapsulate the ideas <br />generated into a unified document, detailed in the attachment, "Capital Improvement Program - A <br />Framework for Public Investment". <br />61 <br />
