Capital Improvement Program Page 2 February 20, 1996 <br />CONCLUSION <br />Historically, the Capital Improvement program has funded primarily maintenance projects. A policy <br />is needed to balance funding of projects between those which enhance the quality of life and those <br />which maintain the existing investment. The staff recommends the City Council direct by Motion the <br />attached policy, "Capital Improvement Program - A Framework for Public Investment", be <br />incorporated into the Capital Improvement Program portion of the annual budget and projects <br />recommended for inclusion in the annual Capital Improvement Program adhere to the general <br />principles and guidelines set forth in the policy. <br />WGH:RJR:as <br />d1:\admin\rockett\cip-updat.f-2 <br />
