THE CITY OF SAN LEANDRO <br />CAPITAL IMPROVEMENT PROGRAM <br />A FRAMEWORK FOR PUBLIC INVESTMENT <br />Each year the City of San Leandro allocates money toward the upkeep of existing city <br />facilities and toward the design -and construction of new projects. The underlying purpose <br />of this ongoing investment is to maintain and enhance the quality of life for the residents of <br />the city. The following are general principles or guidelines for directing this public <br />investment effort. <br />Community Pride and a Sense of Place <br />1. San Leandro is a special place, and the city's valued qualities, especially the feeling <br />of community pride, should be apparent to residents and visitors alike. People should <br />always have a sense, therefore, that they are in San Leandro. Accordingly, attention <br />to the appearance of city entryways is important. Through a combination of signs, <br />monuments, landscaping, paving and other physical and psychological markers, people <br />should be aware that they have entered this special place. <br />2. Major thoroughfares in and through the city should be beautiful. This involves <br />landscaping and especially street trees, signage, street lighting, undergrounding utility <br />lines, benches and other public "furniture", special paving, and, of course, the <br />continual maintenance of these things. It also means investing in public art, plazas <br />and open spaces, and civic buildings that accent these corridors and remind us of our <br />community pride. <br />3. Furthermore, private property along these corridors, notably in the commercial <br />districts, must also be attractive and well -maintained. Our public projects, therefore, <br />should help stimulate private investment and associated property improvements in <br />these areas. A positive cycle of investment and improvement is triggered: property <br />values are enhanced, further stimulating the attractiveness of the area for further <br />private investment and development. <br />In some cases more direct involvement on the part of the City in the rehabilitation <br />of storefronts, buildings or parking lots may be warranted to initiate the necessary <br />improvements. <br />
