Strong Financial Base and a Vibrant Economy <br />11. In order to invest in the community, and to pay for the things that will continue to <br />improve our quality of life, the city needs to remain fiscally sound and supported by <br />a healthy economy. Thus, capital facilities should be used to keep existing businesses <br />and to attract new businesses to San Leandro. Of particular importance are projects <br />that help strengthen the city's retail sales potential and the corresponding sales tax; <br />sales tax is increasingly important to the city, as other revenue sources are becoming <br />more restricted or, as in the case of property tax, monies are shifted back to the state <br />or other agencies. <br />12. Capital investment should reinforce those elements that make the city attractive to <br />commercial and industrial development,building on San Leandro's strategic location <br />and its role as a regional, multi -modal transportation hub. <br />13. For many people, quality of life begins with a good job and a reliable income. Thus, <br />an important priority in our capital investment strategy is to keep existing businesses <br />that provide jobs and to attract new ones that can bring good employment <br />opportunities close to home. <br />Investing for Our Children <br />14. The young people in our community are its future. Our capital investment strategy <br />should give priority to providing the facilities that will nurture our children and enrich <br />their lives. This means attention to parks and recreational projects; facilities that will <br />allow us to provide expanded sports and other youth -oriented programs; cooperative <br />ventures with the school districts that might help improve the quality of the schools; <br />the construction of other cultural and educational facilities outside the schools such <br />as libraries; and creating safe, pleasant places for families to do things together. <br />15. The importance of good schools to the future of the community can hardly be <br />overemphasized. Therefore, "joint venture" projects with the school districts to help <br />improve the quality of locally -provided education, where deemed feasible and <br />effective, should be considered in the formulation of the Capital Improvement <br />Program. <br />Cultural and Recreational Amenities <br />16. Quality of life for all of us increases when we have convenient and well maintained <br />cultural and recreational facilities nearby. They are certainly among the reasons why <br />San Leandro is the place we've chosen to live in. Besides parks, schools and the <br />library, mentioned just above, we also enjoy our municipal golf course and marina. <br />They are substantial community assets; they should be enhanced on a continual basis, <br />increasing their potential for public enjoyment. <br />Page 3 of 5 <br />
