CITY OF SAN LEANDRO <br />CITY COUNCIL FINANCE COMMITTEE MEETING <br />FEBRUARY 13, 1996 <br />The City Council Finance Committee convened on February 13, 1996, at the Community Library <br />in the Estudillo Room. <br />I. 1996-97 Budget Strategies (Oliver/Jermanis) <br />a. General Fund <br />Furlough Program - The City's budget has reflected a credit of $285,000 over the last <br />three years. The furlough has reduced the overall compensation of employees who are off <br />work for four days during the holiday season. The furlough is always subject to meet and <br />confer with the San Leandro City Employees' Association. <br />Julian Polvorosa - Asked that the public be informed that the furlough is subject to meet <br />and confer. <br />John Jermanis - Stated that employees see the furlough as their contribution to assist the <br />City in dealing with its financial burden. <br />Garry Loeffler - Asked if the City had experienced any negativity as a result of the <br />furlough? Wandzia Grycz-Hernandez responded by saying that the City has seen a <br />decline in negative circumstances that occur during the furlough. <br />Garry Loeffler - Stated he has not received a strong negative reaction from the community <br />regarding the furlough. <br />Julian Polvorosa - Mentioned the City has always stepped -up police service during the <br />holidays and has not increased patrol service just because of the furlough. He went on to <br />say that he does take issue with the fact that some of the parks are closed during the <br />furlough. <br />Mayor Corbett - Was glad to hear that graffiti incidents are down. She asked if the City <br />responded to graffiti issues during the furlough or if the requests are put on hold until <br />after the furlough? Mike Oliver stated the City has improved its graffiti response since <br />the City stopped contracting this service out and hired in-house staff. Mike said that <br />there is no graffiti removal during the furlough; however, the short duration of the <br />furlough allows staff to return to work in time to deal with graffiti before it gets out of <br />hand. <br />Mayor Corbett - Stated the City of San Leandro has a model graffiti program and less <br />graffiti because it is removed so quickly. <br />1 <br />
