Mayor Corbett - Stated she would like to see the furlough cut back; and, if possible, have
the furlough during another part of the year or cut it entirely. Mayor Corbett questioned
the choice of a full furlough vs. a partial furlough. She stated she would be supportive of
cutting the furlough entirely.
Julian Polvorosa - Stated he would like to see the City save money in ways other than the
furlough, if possible. Council Member Polvorosa is concerned that the furlough not be a
norm or institutionalized.
C.I.P. Program
Julian Polvorosa - Referred to an article in the San Francisco Chronicle regarding the
Supreme Court upholding the tax that the City of Oakland has levied on sales of liquor.
John Jermanis responded he was aware of this tax and that it was to be used for law
enforcement to augment the sale of liquor.
Garry Loeffler - Asked if there is a reason why San Leandro doesn't look at a special
sales tax for liquor sales. John Jermanis stated there is still an opportunity to bring back
other alternatives to raise revenue through taxes.
Mayor Corbett - Stated staff should look into the history behind the proposed Oakland
liquor tax .
John Jermanis - Stated the General Fund contributes $2 million to the C.I.P. Program.
Mayor Corbett - Asked what sort of projects are coming down the line for C.I.P.
Wandzia Grycz-Hernandez responded that the Finance Committee will have the
opportunity to review the C.I.P. projects for 1996-97.
Garry Loeffler - Asked if there was an identified source of revenue for C.I.P. John
Jermanis responded that the City had previously set aside a percentage of sales tax for the
C.I.P. Program but, it is not being done at this time.
Plume
Mike Oliver - Stated there has been no official change with regard to the plume. Mike
said there are agencies that are assisting the City with this project. He went on to say that
Wandzia has done a great job of patiently dealing with this issue. The City hopes to
come back to the City Council within the next six to nine months regarding the plume.
Mike stated the City will always be a responsible part of a responsible solution, and only
then will the City be able to deal with the plume in a real way with a certain dollar
amount.
-- 42
2
