Cable TV Broadcast Council Meetings/Community Events <br />John Jermanis - Stated the City expects to have the renovations to City Hall completed <br />later this year. The wiring will be in place and the capability to have access to cable <br />broadcasting will be possible at this time. The acquisition of equipment costs and the <br />costs connected with broadcasting and the basic policy issues will need to be resolved. <br />We have a cost item identified in the budget of $250,000. <br />Garry Loeffler - Stated the issue of Cable TV is the accessibility of people to government <br />-- not just city government. We have not had this dialogue around the issue of <br />accessibility to school districts; we have two in the City. One of the issues that we have <br />to live with today in a media world, is that communities are promoting themselves and <br />connecting themselves through their accessibility to Cable TV. We have a segment of <br />our community that are senior citizens who do not have the ability to attend City Council, <br />Planning Commission or Board of Zoning Commission meetings. These senior citizens <br />need to have accessibility to government and know what is going on in the community. I <br />will continue to be an advocate for Cable TV; and I believe we should have a time line of <br />two to three years to become a City that is totally inter -active with the community. <br />Mayor Corbett - Referred to the Telecommunications Bill recently signed by President <br />Clinton which has allowed cities to have jurisdiction over the rights -of -way. The <br />compensation that would be received for allowing the use of these rights -of -way could be <br />either dollars or in -kind services. Mayor Corbett suggested the Telecommunications Bill <br />might be an avenue to find possible funding. <br />Community Survey/Vision Plan <br />Mike Oliver - Explained there was $60,000 allocated for the community survey and <br />vision plan to be evolved. He stated that this project has been put on hold however the <br />funds still exist. Mike asked the committee if the funds should be carried over to the <br />1996-97 fiscal year budget. <br />Garry Loeffler - Stated there was a need for this program and recommended the funds be <br />carried over to the 1996-97 fiscal year budget. <br />Mayor Corbett - Would like to see the survey and vision plan go forward; she believes it <br />is a good planning tool. Mayor Corbett feels it is money very well spent and that it is <br />important to know what the community at large wants. <br />Garry Loeffler - Stated this is a way to prepare the City for the 21 st century and would <br />advocate carrying the funds over for this purpose. Council Member Loeffler stated, with <br />new City Council members coming on board there will be a need for training or <br />workshops to a bring the new members into this visioning process. <br />44 4 <br />
