Summary by Funding Source <br />John Jermanis - Said the DFSI item would commit DFSI funds for the next 15 years for one <br />project. The $450,000 the City gets each year will be used to retire the debt. The project is the <br />1-880 interchange exit. <br />II. 1996-97 Budget Strategies (Oliver/Jermanis) <br />John Jermanis - Stated staff is working on a budget strategy document for the Finance Committee <br />to forward to the City Council. The report is based on all of the Finance Committee deliberations <br />during the month of February. <br />John Jermanis - Distributed the draft staff report to the Finance Committee. <br />Employee Furlough <br />Mayor Corbett - Asked if it would be possible to alternate library employees' days off instead of <br />closing the library. Mike Oliver said quality of service is sacrificed when you do a partial <br />opening of the library. John Jermanis suggested employees might have an alternative. <br />Mayor Corbett - Asked if we had tried to find the $285,000 elsewhere. <br />John Jermanis - Said the refocus group tried to find the funds several years ago. <br />Garry Loeffler - Said there is a point in time when you have to say employees have contributed <br />enough to help the City save money. Council Member Loeffler said the furlough should be an <br />emergency -type item. He is concerned that it not be institutionalized. <br />Mayor Corbett - Asked if there is a way to spread the furlough out. Mike Oliver said, yes. <br />Wandzia Grycz-Hernandez - Stated there were substantially fewer complaints regarding the <br />furlough this year. <br />Julian Polvorosa - Said we should tag furlough days onto other legal holidays. <br />The Finance Committee recommendation was to: <br />1. Spread the furlough to other days for the library and parks staff only. <br />2. Increase the Capital Improvement Program. C.I.P. will remain at $2,000,000. <br />3.
