CITY COUNCIL OF SAN LEANDRO <br />MINUTE ORDER <br />NO. 96-(None) <br />SUBJECT: CMA/ISTEA Funds/I-238; Matter of Possible Diversion of <br />City ISTEA Funds by the Congestion Management Agency (CMA) <br />for Use on State Route I-238 <br />MEETING DATE: March 26, 1996 <br />The following is an excerpt from the City Council Minutes of March 26, 1996: <br />Matter of Possible Diversion of City ISTEA Funds by the Congestion Management <br />Agency for Use on State Route I-238. (1219) <br />The City Council directed Vice Mayor Kerr, the City's Representative to the <br />Alameda County Congestion Management Agency, approve the use of approximately <br />$500,000 in ISTEA Guarantee Funds in Federal Fiscal Years 1997-1998 and 1998-1999 <br />for the design of the auxiliary lanes on I-238; proposed that the CMA allocate <br />the ISTEA Guarantee Funds among the jurisdictions of Alameda County as follows: <br />a. $50,000 "off the top" of the Planning Area 2 Guarantee Funds, <br />b. 50% of the remainder (about $450,000) of these funds from Planning Area <br />2, <br />c. 30% of the remainder from Planning Area 1, <br />d. 10% of the remainder from Planning Area 3, <br />e. 10% of the remainder from Planning Area 4; <br />further recommended that the CMA Board resolve that no additional ISTEA Guarantee <br />Funds are to be used beyond the amount to be programmed for preparation of plans, <br />specifications and estimates (PS&E); and recommended that the CMA aggressively <br />seek appropriate changes in the ISTEA scoring criteria for projects such as I-238 <br />so that construction of this project will score well enough to secure ISTEA <br />Competitive Funds in Federal Fiscal Years 1999-2000 and 2000-2001. <br />Alice Calvert <br />City Clerk <br />AC:dd <br />Attachment <br />DWINORDEM1996\032696-1 <br />
