City of San Leandro <br />2023-2031 Housing Element Update <br /> <br />2-16 <br />According to the 2015-2019 ACS data, approximately 10 percent of all seniors residing in San <br />Leandro were living below the poverty level, which is comparable to estimates for Alameda County <br />as a whole. San Leandro had a larger share of seniors living below the poverty level than the nearby <br />cities of Alameda, Hayward, and Union City, yet a smaller percentage when compared to the City of <br />Oakland.5 <br />Resources for Senior-Headed Households <br />The special needs of seniors can be met through a range of services, including congregate care, rent <br />subsides, shared housing, and housing rehabilitation assistance. For seniors with physical limitations <br />or disabilities, housing can be modified with features that help ensure continued independent living <br />arrangements. Several licensed care facilities that provide assisted living, nursing care, and general <br />services to seniors are located in San Leandro. The following residential facilities provide a total of <br />423 units for seniors 6: <br />▪ Eden Lodge (156 units) <br />▪ Fargo Senior Center (73 units) <br />▪ Broadmoor Plaza (60 units) <br />▪ Estabrook Senior Housing (50 units) <br />▪ La Vereda (84 units) <br />Privately owned residential care facilities may also serve seniors. The City permits by right <br />residential care homes for six or fewer persons in all residential zones as regular residential uses. <br />Residential care homes for more than six persons are permitted in residential zones and other <br />zoning districts where residential uses are permitted, conditionally permitted, or subject to <br />administrative review and additional requirements. The following privately owned, assisted living <br />facilities provide housing for seniors, with a total capacity of 60 beds: <br />▪ Acapulco Senior Care Home (6 beds) <br />▪ Andre Alexis Guest Home (6 beds) <br />▪ Andrew Elijah’s Guest Home (6 beds) <br />▪ Andrew Elijah’s Guest Home II (6 beds) <br />▪ California Mentor-Marineview Home (6 beds) <br />▪ Carlton Plaza of San Leandro (6 beds) <br />▪ Heart and Soul Communities II (6 beds) <br />▪ Heritage Haven (6 beds) <br />▪ Holistic Care Home (6 beds) <br />▪ Jones Rest Home (6 beds) <br />2.9.2 Persons with Disabilities (including Developmental <br />Disabilities) <br />Physical, mental, and/or developmental disabilities may provide challenges to gaining employment, <br />mobility, or independent living. Persons with disabilities may experience housing burdens and other <br /> <br />5 People 65+ Living Below Poverty Level by HealthyAlamedaCounty.Org (2019). <br />6 Each residential facility contains an on-site manager’s unit.
